Another political war of words ensued on Wednesday after a newspaper reported about "unusual" troop movement towards Delhi in the middle of January. The 'Indian Express' reported that on the night of January 16-17 an entire mechanised infantry unit based in Hisar (Haryana) with its fighting vehicles began moving towards Delhi, the day Army Chief Gen V K Singh approached the Supreme Court on the age issue. However,the Defence Ministry was dismissive about a media report that the Army moved two units towards Delhi in January without informing the government, saying such exercises are conducted from time to time.

"The points raised in the report have already been clarified by the Army...such exercises are conducted by the Army from time to time," Defence Ministry spokesperson Sitanshu Kar said in a statement.

He also dubbed the report as "baseless and incorrect". According to a newspaper report, the central intelligence agencies reported that on the night of January 16, an unexpected - and non-notified - movement by a key military unit from the mechanised infantry based in Hisar in the direction of the capital.

Another unit - identified as a large element of the 50th Para Brigade based at Agra - was also moving towards Delhi, the report said.

The Defence Budget has always been money spinning as the budget outlay and actual expenditure highlight huge gaps. When the Army chief asked to wipe out the Deficit , the whole of the Political class UNITED and the complaining ggenral hd a Raw Deal. Whetehr Violation Sanctity of Army created the Operation Blue Star situation once again, we may not be sure to say, but it is very very serious in prespective of the Future of Democracy which is being killed at any instance. The Constitution and the Parliament renmain alien areas while the Bypass Highways are so superfast. Not caring the sanctity of Parliament, constitution and any Democratic Institution, the Political Calss is in no situation to care for the Sanctity of Indian army. This is the real crisis irrelevan of the said coup attempt.

What a sitution? The Army Chief is DISCredited! Political Class wants him to be dismissed. And PIL in Supreme Court against the Next Army Chief! The defence minister assures the Nation. But his assurances, I am  afraid may not maintain well the Sanctity of Indian army or Indian Nation itself? Some One should come forward nad should take the responsibility. Neither the Prime Minister nor the Defence Minister is ready for that. How may we survive as a Nation. It is Security Risk withinn the Political system sustained by a Micro Minority not across the Border, mind you!A group of retired officers and bureaucrats has moved the Supreme Court challenging the appointment of Lt Gen Bikram Singh as the next Army chief on the ground that he was allegedly involved in a fake encounter in Jammu and Kashmir in 2001. Lt General Singh, currently the Eastern Army Commander, is to succeed General V K Singh who demits office on May 31.

Prime Minister Manmohan Singh today said everyone must work to ensure the dignity of the office of the Chief of the Army Staff, in his first comments on the persisting perception of a tussle between Gen. V K Singh and Defence Minister A K Antony.

"The Army Chief's office is an exalted office. All of us have an obligation not to lower the dignity of the office," the PM told reporters on the sidelines of the Padma Awards function at Rashtrapati Bhawan.

Singh described as "alarmist" the report in The Indian Express this morning about the non-notified movement by two Army formations from Hisar and Agra in the direction of Delhi on January 16-17. Such reports, he said, "should not be taken at face value". He added that the defence ministry has already issued a clarification in the matter.


The PM's remarks came as the government insisted there was no communication gap with the armed forces, and that it was "absolutely confident" of their patriotism.

Antony said the report was "absolutely baseless", but neither he nor his ministry gave any details, or countered or denied the facts reported by The Indian Express.

The ministry said the troop movements were "routine", and were "conducted from time to time". But it chose to ignore questions on the meeting that took place between Defence Secretary Shashikant Sharma and the Director General of Military Operations on January 17 during which the Army was asked to withdraw the troops.

Members of Parliament today quizzed Defence Secretary Shashi Kant Sharma and Army Vice Chief S K Singh on a media report of suspicious movement of troops near the capital in January but they dismissed it as baseless. Sharma and Singh, appearing before the Parliamentary Standing Committee on Defence, said it was normal process of testing the preparedness of the armed forces, sources said.The two were asked to appear before the Committee to brief members on recent controversies dogging the armed forces, including the deal to procure Tatra trucks for the Army.

However, the newspaper report which said that on the night of January 16-17 an entire mechanised infantry unit based in Hisar with its fighting vehicles began moving towards Delhi, the day Army Chief Gen V K Singh approached the Supreme Court on the age issue, dominated the proceedings today.

Committee Chairman Satpal Maharaj asked the Defence Secretary and the Vice Chief of the Army to appear before the Committee on April 9 with complete facts related to the issue, they said.

Asaduddin Owaisi (AIMIM), P J Kurien (Cong), Mukhtar Abbas Naqvi (BJP) and Ram Kirpal Yadav (RJD) raised the issue at the meeting of the Parliamentary Committee.

Several members felt that such reports created fear in the minds of the people as it was related to civil-military relations.

A section of the members also felt that such reports could send a wrong message to the world.

Challenging the appointment, the petitioners, including former Navy Chief Admiral Laxminarayan Ramdas and former Chief election Commissioner N Gopalaswamy, alleged in their PIL that Lt General Singh was involved in the fake encounter and the case is pending in the Jammu and Kashmir High Court.

The petitioners, also including veteran journalist Sam Rajapa and social activist M G Devasahayam, alleged that Lt Gen Singh failed to take action against officers who were involved in sexual harassment and rape when they were posted to Congo in 2008 as part of the UN peace-keeping mission.

The government had on March 3 announced the appointment of Lt Gen Bikram Singh as the next Army chief.

While the Army and government rubbished the reports, opposition party BJP called it a trust deficit between the Indian Army and the government.

Prime Minister Manmohan Singh and Defence Minister A K Antony rubbished the report as "alarmist" and "absolutely baseless".

"These are alarmist reports. They should not be taken at face value," the Prime Minister told reporters on the sidelines of a function at Rashtrapati Bhavan.

Defence Minister Antony described as "absolutely baseless" fears of coup by the armed forces and expressed confidence that they will not do anything to undermine democracy.

"Absolutely baseless. Army has already explained this. It is usual, natural activities. Nothing unusual. We are absolutely confident of the patriotism of the armed forces. Don't question their patriotism. They will not do anything to undermine Indian democracy," he told a press conference in Visakhapatnam after commissioning 'INS Chakra', a nuclear power submarine.

The Bharatiya Janata Party (BJP) said Prime Minister Manmohan Singh must tell the nation what exactly happened. BJP leader Balbir Punj said there is a trust deficit between the government and the Indian Army.

"This underlines the ugly reality of the present government that it is suffering from a trust deficit. Earlier they had a problem with the opposition and they lost the trust of the opposition ... then it lost the trust of its own coalition partners and now you have a situation where the cabinet ministers don't trust each other," Punj told reporters here.

"Latest is that there is huge trust deficit between Indian Army and government and it is a very unprecedented situation. Defence Minister A.K. Antony must quit immediately because of his sheer inefficiency and inaction or the prime minister must sack him as nothing else can redeem the situation," he said.

He demanded that prime minister should clarify the matter.

"Prime minister is always on silent mode. At least on this occasion he must open his mouth and take the nation into confidence and tell as to what exactly happened on Jan 16 and why there is so much trust deficit between the army and the government," he added.

Army today highlighted before a Parliamentary Committee its requirements but these did not reflect the "deficiencies" flagged earlier by its Chief Gen V K Singh which was pointed out by the MPs.

Army Vice Chief Lt Gen S K Singh was questioned by MPs as to why his presentation to the Standing Committee on Defence did not contain those elements highlighted by Gen Singh in his letter to the Prime Minister.

The MPs said his presentation was not in consonance with the issues raised by Gen Singh before the Prime Minister and asked Lt Gen S K Singh to highlight the shortcomings in procurements possibly on the 9th of this month.

The Vice Chief also agreed to this suggestion, sources said.

When certain members of the Committee raised the issue of leakage of the top secret letter, both Lt Gen S K Singh and Defence Secretary Shashikant Sharma pointed out that writing a letter to the Prime Minister was routine but its leakage was a serious issue, they said.

They said the armed forces were well prepared and the Government was in the process of getting latest and most modern equipment for them in the next two years.

The Army Chief had written a letter to the Prime Minister on March 12 pointing out the poor state of preparedness of armed forces.

In the leaked letter, the Army Chief had said that the tank regiments were short of ammunition and there was 97 per cent obsolescence in the Air Defence systems.

The Defence Ministry has also held several meetings to discuss the capital acquisitions and the reasons behind delays in procurements.

The Vice Chief of Army Staff Lt Gen S K Singh and senior officials of the ministry of defence could face several hostile questions regarding the military preparedness and alleged corruption in the Tatra deal on Wednesday, when they appear before the parliamentary standing committee on defence.

Sources said Lt Gen S K Singh could be appearing before the standing panel, where the demand for grant for the military was slated to be the official agenda.

However, in the wake of recent controversies kicked up by Army chief Gen V K Singh's startling disclosures, the meeting could focus on the Army's poor preparedness. Besides, discussions could centre on Gen Singh's allegation that he was offered a Rs 14 crore bribe by a retired Army general for clearing the purchase of "sub-standard " Tatra trucks.

The committee members are concerned about Gen Singh's claim that military preparedness was at an "alarming level", when the Army and ministry leadership has been regularly telling them that force was ready to protect the country.

In the last two years, the MPs were told that the military spending was on course, and that in 2010-11 they were able to exhaust the entire budget after several years. In 2011-12 , save for Rs 3,000 crore of the Army's capital allocation, the Services spent the entire sum.

The Army chief 's recent letter to Prime Minister Manmohan Singh about the poor state of affairs flies in the face of such assurances.
