A tense situation prevailed at Gudali village in Kota mandal after a dalit youth, Mittapadala Nagaiah, 30, attempted to end his life allegedly after some locals belonging to upper castes assaulted him over loading of sand on Saturday.

 

According to his wife, Lakshmi and relatives, Nagaiah used to go for sand loading work in Swarna-mukhi river and he used to earn Rs.150 for loading each tractor if it belongs to the village and Rs.400 if it is an outside vehicle.

 

In this backdrop, Nagaiah was roughed up by some local transporters allegedly after he loaded sand to an outside vehicle ignoring the local vehicles on Friday. He was beaten up once again when he went to the house of one Raghunadha Reddy to talk about the issue on Saturday. Lakshmi alleged that Raghunadha Reddy and his aides tied her husband to the doors of a temple and thrashed him.

 

She said that he consumed pesticide after coming home unable to bear the insult. He was rushed to the government hospital at Kota and thereafter to the area hospital in Gudur when his condition turned critical. The incident led the local dalits to stage a dharna before the police station at Kota demanding action against Raghunadha Reddy.

 

Meanwhile, Raghunadha Reddy has lodged a complaint with police stating that Nagaiah damaged his tractor and motorcycle parked outside his house after abusing him.

 

Police registered complaints submitted by both the parties and are investigating. Locals feel that the illicit transportation of sand is the main reason for this kind of quarrels in the area.

SP onslaught continues: State yet to emerge out of hangover

A BSP activist was killed in a clash in Uttar Pradesh's Hardoi district, as violence by Samajwadi Party workers continued across the state on Saturday, despite appeals and warnings by the party leadership including Chief Minister-designate Akhilesh Yadav.

In UP's Moradabad district, a Samajwadi Party (SP) MLA's vehicle allegedly knocked down a policeman injuring him seriously. The supporters of the MLA assaulted the cops, who reached there, after receiving the information and insisted on taking the vehicle and the driver to the police station.

 

The vehicle that belonged to the SP MLA Ashutosh Maurya hit a constable, Mohammad Khalique, while he was on way to Chandausi on his motor cycle on Friday evening, sources said.
As the cops from the nearby police stations reached the spot and insisted on taking the vehicle and the driver to the police station, the MLA's supporters assaulted them. The MLA later forcibly took away the vehicle from the police station. No case has been registered so far in this regard, sources said.

 

Reports of SP workers assaulting their political opponents have poured in from different parts of the state soon after the counting of votes for the Assembly elections.

 

On Holi day, SP workers who were supporters of the SP MLA Aridaman Singh, allegedly hacked to death husband of a Dalit village pradhan who was a BSP supporter in Agra district.  The victim Munna Lal was stabbed several times by some assailants. A case of murder has been registered against Singh in this regard.

 

SP workers also allegedly torched several houses of Dalits in Sant Ravidas Nagar on Thursday, while in Ambedkar Nagar district, SP workers thrashed Dalits for allegedly voting for a rival candidate. Three days back, the workers had allegedly torched over a dozen huts at a village in UP's Sitapur district for not voting in favour of the SP nominee.

 

A mob of SP supporters had assaulted and threatened scribes at Jhansi town after the SP candidate lost the polls. They also took some journalists hostage. The scribes were freed only after Akhilesh Yadav intervened.

 

In Balia, SP workers allegedly thrashed some women and children as the people from their village had voted for a rival party.

 

SP supremo Mulayam Singh Yadav had on Friday summoned the police chief and the chief secretary and expressed annoyance on the reports of violence. He also warned the SP workers against indulging in violence.

'Buying goods from SSIs run by SC/ST must'

To boost economic empowerment, the Central government has made it mandatory for all its departments to buy products and avail services from enterprises run by SC/STs, a move stated to be a major departure from its procurement policy.

 

Announcing this to mediapersons in the City on Saturday, Union Minister for Social Justice and Empowerment Mukul Wasnik said every year the Central government procures goods and avails of services from enterprises to the tune of Rs 1.75 lakh crore. Of this 20 per cent of procurement amounting to Rs 35,000 crore is made from small scale units.

 

However, now it has been made mandatory to purchase 20 per cent of goods from small scale industries run by SC/STs, thus enabling them to earn to the tune of Rs 8,000 crore every year, he said.

 

"The policy initiative has been taken to ensure economic empowerment and enhance socio-economic status of dalit entrepreneurs in the country," Wasnik said.

 

The minister had arrived in the City to inaugurate the women's hostel building of Dr Ambedkar Arts and Commerce College and Siddhartha Law College run by the Karnataka People's Education Society headed by Union Labour and Employment Minister Mallikarjun Kharge.


The University Grants Commission (UGC) has sanctioned Rs 68 lakh towards the construction of the hostel building.

 

The Union government has hiked the amount of scholarships awarded to Scheduled Castes/Scheduled Tribes, OBCs and minorities benefiting as many as  75 lakh students, the minister said.

New Delhi : The Delhi High Court has sought the view of the central government on a plea challenging the legality of the admission guidelines of the Kendriya Vidyalaya Sangathan (KVS) for economically weaker students (EWS).

 

The court noted that the Kendriya Vidyalayas since 1972 have been giving reservations in admission to the extent of 22.5 percent for scheduled castes/scheduled tribes (SC/ST) category students.

 

"Now as per Right of Children to Free and Compulsory Education Act, 2009, 25 percent seats are to be reserved for children belonging to disadvantaged groups as well as children belonging to economically weaker sections. Admittedly disadvantaged group includes SC/ST category children as well," the court observed.

 

"This raised question as to whether Kendriya Vidyalaya can continue to give reservation to the extent of 22.5 percent for SC/ST category students thereby leaving only 2.5 percent seats for other disadvantaged groups as well as EWS," said division bench of Acting Chief Justice A.K. Sikri and Justice Rajiv Sahai Endlaw recently, according to a order made available this week.

 

Seeking to elicit the view of the government, the court said: "It seems that the Union of India has not looked into and examined the matter from this angle. We would therefore like to elicit the views of the central government on this aspect."

 

The court's order came on a plea that alleged that the KVS Admission Guidelines 2012-2013 for admission in Class 1 for the disadvantaged group/EWS violate the provisions of the right to education act.

 

The petition contended that the KVS has provided 22.5 percent reservation to SC/STs within the 25 percent reserved quota for children belonging to disadvantaged groups including SCs/STs.

 

Petitioner, advocate Ashok Aggarwal, argued that this was not permissible under the right to education act since it translates into "reservation within reservation" and is invalid.

 

"KVS has reserved 25 percent seats for the children belonging to disadvantaged group and EWS but at the same time, introduced 22.5 percent reservation of the total seats for SC/ST in the said reserved category of 25 per cent seats, resulting in unjust discrimination among the categories of students falling under the reserved categories of disadvantaged group and EWS," the petition said.

 

Aggarwal had asked the court whether there can legally be a reservation within reservation for SCs/STs.

 

He cited an example, that out of the total 10 seats reserved for children belonging to disadvantaged groups and EWS under the 25 percent reserved seats, nine seats would go to SC/ST and one seat would be left for children belonging to other backward classes, children with disabilities and others.

 

"If nine seats out of 10 seats are reserved for SC/ST, the percentage of reservation would not only be 22.5 percent but would be 90 percent, which is otherwise also not permissible in law."

Besides seeking the court's directions for the KVS to reframe its admission guidelines 2012-13 for Class 1 in accordance with the law, the petitioner also sought to declare the guidelines arbitrary and unconstitutional.

Seers belonging to maths of backward classes and Dalits on Saturday urged Chief Minister D.V. Sadananda Gowda to allocate Rs. 1,000 crore in the State budget for 2012-13 for the uplift of their communities.

 

A delegation of seers held discussions with Mr. Gowda at his official residence and presented their proposal to the government. Later, the seers told media persons that the Chief Minister had responded positively to several demands and is expected to announce schemes for the welfare of the backward classes and Dalits in the budget to be tabled in the Legislative Assembly on March 21.

 

State Bharatiya Janata Party president K.S. Eshwarappa said the former Chief Minister B.S. Yeddyurappa had allocated Rs. 700 crore in the State budget for 2011-12 and Mr. Gowda had promised Rs. 1,000 core in his maiden budget for the backward classes.

 

To miss meet

The Chief Minister, who was busy campaigning for the party candidate in the byelections to Udupi-Chikmagalur Lok Sabha seat, is unlikely to participate in a convention to be organised by loyalists of Mr. Yeddyurappa in Hubli on Sunday.

 

The loyalists have billed the convention as a show of strength of Mr. Yeddyurappa.

 

Mr. Gowda told media persons that he would be touring various places in the Udupi-Chikmagalur constituency on Sunday and "if possible" he would attend the convention.

Mr. Eshwarappa also said that he would try his best to attend the convention.
