Biennial Elections to the Maharashtra Legislative Council from Local Authorities, Graduates' and Teachers' Constituencies.
New Delhi: October 25, 2010.
The term of office of eleven members of the Maharashtra Legislative Council, i.e. 6 from Local Authorities', 2 from Graduates' and 3 from Teachers' Constituencies is going to expire on 5th December, 2010 due to the retirement of the sitting members as detailed below :-

"Give Up Ambivalence on Terrorism": Antony to Pakistan Five-Day Army Commanders Conference Begins
New Delhi: October 25, 2010.
The Defence Minister Shri AK Antony today asked Pakistan to shed its ambivalence on terrorism. Addressing the top brass of Army Commanders here, Shri Antony said Pakistan did not appear to give up India-centric posturing.
"Pakistan does not appear to be willing to leave its India-centric posturing. It will have to shed its ambivalence in dealing with terror groups. Though we are not unduly concerned, we will have to keep constant vigil on the developments in Pakistan," Shri Antony said.
Pointing out that fighting terrorism cost the nation substantially, the Defence Minister reiterated that we will crush terrorism with all our might. Shri Antony said that violence has shown signs of abating in Jammu and Kashmir due to the constant vigil by the Army.
"The Army has been quite successful in countering the proxy war and in minimising the incidents of terror," Shri Antony said, adding, "Still, as long as the terror infrastructure across the border continues to flourish, we cannot afford to drop our guard".
The Defence Minister said that the security situation in the 'AfPak' region continues to be a cause for concern. "Despite the physical and material costs, India has at all times, advocated peace and stability with all nations – including our neighbours," Shri Antony said. "The volatile political situation in our immediate neighbourhood has the potential of having a debilitating impact on the region. India's role in preserving peace and stability thus, becomes all the more important," he added.
Calling upon the Armed Forces to maintain a high level of operational readiness, Shri Antony stressed that the Government remains committed to modernisation and indigenisation.
"The Defence Ministry has introduced changes in the Defence Procurement Procedure to increase private participation. I am confident that the changes in our 'Procurement Procedures' will help in realising the full potential of Public Private Partnership and leverage the advantages in the fields of R & D and manufacturing," Shri Antony said.
The Defence Minister underlined the need for probity and transparency in defence deals. "I wish to strongly reiterate that we must adopt 'Zero Tolerance' towards corruption in letter and spirit. Even the slightest hint of corruption will erode the lofty image of our Armed Forces that the people of our nation have become used to," Shri Antony said.
The inaugural session of the Army Commanders' Conference was attended among others by the Chief of Army Staff, General VK Singh and the Defence Secretary, Shri Pradeep Kumar. The five-day conference will review the security situation, emerging challenges and strategies. Issues pertaining to operational logistics to include infrastructure development and modernization will also be discussed. Keeping pace with the technology transformation and advancement, the conference will also focus on training and its effectiveness based on state-of-the-art technology for meeting the future challenges as also attaining a high state of combat readiness.

Coastal Surveilliance Station at Tarapore to be Commissioned Soon Defence Minister Inaugurates Coast Guard Commanders' Conference
New Delhi: October 25, 2010.
Defence Minister Shri A.K. Antony has said that Coastal Surveillance Network (CSN) station at Tarapore in Maharashtra will be commissioned very soon. Inaugurating the 29th Annual Coast Guard Commanders' Conference in New Delhi today he said once it is put in place, the CSN system will provide a big boost to our real time maritime domain awareness.
Shri Antony said that ever increasing threat from the sea has necessitated strengthening of our coastal security mechanism. He said "there is an urgent need to keep our vast Maritime Zones under effective round-the-year surveillance by utilising all the assets at our disposal".
The Defence Minister said our security concerns, particularly along the sea lanes and our long coastline have widened the mandate and also increased the responsibility of the Coast Guard. He said Coast Guard has emerged as a potent and dependable maritime force of our nation. The Defence Minister said the establishment of 46 Chain of Static Sensors atop the light houses along our coast line needs to be speeded up. A lot more needs to be done compared to what has been achieved till now, the Minister added.
Referring to the current force level of the Coast Guard Shri Antony said that as of now it stands 91 surface platforms and 45 aircraft. He said Government is committed to enhance the force levels in a phased manner in the near future.
Giving an overview of the recent achievements of the Coast Guard the Defence Minister informed that Five stations have been commissioned at Karwar, Gandhinagar, Veraval, Hutbay and MurudJanjira to augment the presence of Coast Guard. He said District Headquarters No 12 at Kavaratti and Regional Headquarters of the North-East, along with a co-located station at Kolkata are likely to be established next year. In addition, 5 Stations at Ratnagiri in Maharashtra, Minicoy in Lakshadweep & Minicoy Islands, Mundra in Gujarat, Kolkata in West Bengal and Dahanu in Maharashtra are also likely to come up next year. The remaining 9 Stations at Pipavav, Androth, Karaikkal, Krishnapatnam, Nizampatnam, Gopalpur, Frazergunj, Kamorta and Mayabunder are slated for commissioning soon, the Minister added.
Dwelling upon the future plans of Coast Guard, Shri Antony informed that as many as 42 Coast Guard Stations will be functioning all along the Coast by the end of the current Eleventh Plan. He said the timely establishment of these coastal stations will allow greater synergy and cooperation among the Coast Guard, State Government and other Central Government organizations to prevent anti-national activities. With regard to the manpower, Shri Antony said the Government has sanctioned a total strength of 4026 personnel (596 officers, 2941 enrolled personnel and 489 civilian personnel).
In his address Director General, Coast Guard, Vice Admiral Anil Chopra, highlighted the progress made by the Coast Guard in acquisition of various ships and aircraft, development of infrastructure, induction of manpower and enhanced efforts for surveillance of the coast and the sea areas.
The three day Coast Guard Commanders' Conference will analyse operational capabilities, the deployment of forces and future challenges.
