"In the last three years, India has attracted foreign investment worth around $100 billion," said Sharma.

"It is estimated that the Commonwealth Games 2010 would result in an overall economic impact of approximately $4,940 million on India over the period of 2008-12," the document said.

It said the 2002 Manchester Games created an impact of nearly $3,4000 million in Britain's, while the Melbourne Games created an impact of $1,600 million on Australia's GDP.

The OC estimates said the Delhi Games are also expected to create an "enormous employment opportunity" of close to 24.7 lakh jobs.

"The social and environmental impact of the Games will be highly laudable as they are bound to encourage improved standards of education to children, boost sports activities, create a better quality of life and experience for citizens, increase international recognition and create environmental consciousness among the community," it said.

However, an NGO Hazard Centre claimed that Delhiites will have to pay a huge price for the "development work" carried out for Commonwealth Games and "in the next 25 to 30 years, each one of them will have to pay a debt in form of increased prices of land, basic commodities and petrol."

The report titled 'Heritage Games' claimed that countries which hosted events like Olympics, World Cup and Commonwealth Games have plunged into huge debts after suffering losses.

It attributed the economic crisis in Greece to its 16,600 million dollar "adventure" of Athens Olympics four years ago. Mexico, Seoul, Barcelona, Sydney were cities that have followed suit and have incurred losses of many millions of dollars, it claimed.

The Games Organising Committee had earlier set up a Commonwealth Business Club India (CBCI) in partnership with Federation of Indian Chambers of Commerce and Industry (FICCI) to encourage and support Indian business community's involvement in the marketing and promotion of Indian sports.

"Its aim was to raise sports sponsorship and market India as a preferred business partner and destination across the Commonwealth," the document said.
The CBCI, headed by OC Chairman Suresh Kalmadi, also aims to draw high-powered offshore business delegations to Idnia during the Games and enable them to leverage the unfolding opportunity of transacting business.

The CBCI has been launched jointly by Federation of Indian Chambers of Commerce and Industry (FICCI), Confederation of Indian Industry (CII) and Organising Committee for New Delhi Commonwealth Games 2010.
The meet was attended among others by Singapore's Deputy Prime Minister Teo Chee Hean, International Olympic Committee president Jacques Rogge and Commonwealth Business Council's Co-chairman Rahul Bajaj.

The forum aims at promoting in-depth understanding on how business of sports can have long-term spin-off effect on the trade and investment relations between organisations through business interactions.
Referring to the dazzling launch of the Games here Sunday, Shrama said it was a befitting reply to sceptics doubting India's abilities to launch such mega events.

"A lot of people asked me last week in Canada if India, experiencing hitches in preparation of the Games and meeting various deadlines, should have at all gone in for a mega event like this. Yesterday's show was a befitting reply to those people doubting India's abilities," said Sharma.

According to an estimate by the Organising Committee, the Games would spurt India's growth by 4,940 million dollars over the next four years.

The 12-day sporting extravaganza would also create an employment opportunity close to 24.7 lakh.

"It is estimated that the Commonwealth Games 2010 would result in an overall economic impact of approximately $4,940 million on India over the period of 2008-12," said the document.

The document added that the figure is almost three times the economic impact the 2006 Melbourne Games had on Australian GDP.

It said the 2002 Manchester Games created an impact of nearly $3,400 million in Britain's economy, while the Melbourne Games created an impact of $1,600 million on Australia's.

The document also talked of positive impact on country's social sector.

A growing economy like India needs a four percent growth in agriculture, Planning Commission Deputy Chairman Montek Singh Ahluwalia said on Monday.

"It would require more investment in knowledge management, institutional support and diversification in agriculture. Government is also willing to fund
such projects," Ahluwalia said while speaking at a meeting of vice chancellors of agricultural universities in New Delhi.

He asked the universities to adopt innovative approach to strengthen agricultural research and education in the country.

"Agricultural universities can play an important role in this direction by providing research based projects with the help of industry," he said.

Appreciating the role played by the National Agricultural Research System in India, Ahluwalia urged the scientists working in agricultural research institutes to re-orient themselves in the 12th Five Year Plan amid the challenges of food security and climate change.

Nilekani, bankers discuss ways to achieve financial inclusion

MUMBAI: Unique Identity Authority of India will rope in banks to further financial inclusion in the country, bankers said after a meeting with UIDAI Chairman and ex-Infosys Chief, Nandan Nilekani , here.

Nilekani made a presentation to the bankers about his project which showed how synergies with banks can help achieve financial inclusion.

Bank chiefs from across the spectrum like State Bank of India Chairman O P Bhatt, ICICI CEO Chanda Kochhar, HDFC Bank MD Aditya Puri and Standard Chartered's Neeraj Swaroop, among others, were present, besides senior RBI officials and Union Secretary for Financial Services, R Gopalan.

HDFC Bank Managing Director Aditya Puri said details regarding forging partnerships between UID and banks to further financial inclusion were among the points discussed at the meeting held at the RBI headquarters here.

"UID will make it easier (for banks) to go into the interiors and a timeline for it will be worked out mutually," Puri said.

"Nandan Nilekani made a presentation to us...we discussed along with serving the excluded people, how can we make good business," Indian Overseas Bank Chairman and Managing Director, S A Bhat, said.

Under the UID, every resident of the country will be given an identity and experts feel it will help people in the rural areas as they will get a unique number for authentication purpose and help bring them into the system.

Finance Minister Pranab Mukherjee in a budget speech had set banks a target of taking financial services to 60,000 villages with a population of over 2,000 people.

Apart from the ongoing 19th Commonwealth Games, the meeting was organized to discuss bilateral relations between both the nations.Prime Minister Singh later met with Maldives President Mohammed Nasheed in the capital.

In line with the Reserve Bank's plans to open up the banking sector, the government today said that it was in favour of more banks coming up in the country, although the granting of new licences should be linked to the criterion of having branches in un-banked areas.

In August, the RBI came out with a discussion paper on new banking licences and regulations to foster greater competition in the sector.

It had sought feedback on the paper, as also business model for the new banks, by September 30, with a view to promoting financial inclusion.

"We have gone through the discussion paper circulated by RBI. We will also give our views on it to the apex bank," said K V Eapen, joint secretary with department of financial services, the Finance Ministry.

"A few more banks need to be there to help in achieving financial inclusion," Eapen told reporters on the sidelines of CII Banking Colloquium 2010 here today.

He said that licenses for new banks should be linked to financial inclusion, where branches would have to be opened in un-banked and under-banked areas.

The RBI discussion paper had said, "The Reserve Bank is considering providing licences to a limited number of new banks. A larger number of banks would foster greater competition, and thereby reduce costs and improve the quality of service."

India has 27 public sector banks, 22 private sector banks, 31 foreign banks, 86 regional rural banks, 4 local area banks, 1,721 urban cooperative banks, 31 state cooperative banks, and 371 district central co-operative banks.

RBI said the new licenses are required since vast segments of population, especially underprivileged, have still no access to formal banking services.

Meanwhile, on the remuneration of top management of public sector banks, Eapen said it was not possible to match it with top executives of private banks.

He added, however, that the government was examining whether the top executives of PSBs could be given a variable pay, in addition to a fixed pay and other incentives.

Eapen said the government was examining the A K Khandelwal report on the issue, and that it has been already submitted. The report also suggested on how future recruitments would be carried out in the PSBs.

Buoyed by positive response to the opening ceremony of the Commonwealth Games, Organising Committee Chairman Suresh Kalmadi on Monday lashed out at the media for trying to portray a negative image by using pictures which are three months old.
"There were lots of stories about the Games all over the Commonwealth countries and the world. But one-by-one all the theories are losing weight," he said referring to the negative publicity over the Games village.
In the run up to the Games, the Village had attracted attention when BBC showed pictures of water-logged basement, dirty bathroom and mattress with pugmarks of dogs.
"The Games Village was much in focus. The same photographs, which were taken three months back are still being shown in important channels, including the BBC," Mr. Kalmadi said.
He insisted the buildings shown in pictures by the BBC were used by workers. "It was different matter. Once the Games Village came to us and we started working on that."
Claiming that all the athletes and delegates are now praising the village, he said: "It is the best Games Village anywhere, better than the Beijing Olympics Games village."
Mr. Kalmadi also said no athlete or delegate was staying in hotels anymore and all of them are now staying in the Village.
"As of now not one person is staying in any hotel. They are loving the Village," he said at a CII and FICCI event here.
Talking about the infrastructure he said: "Everybody is saying that this is one of the best. The President of the Hockey World Federation has said that the National Stadium for hockey is the best stadium in the world."

Where have the beggars in Delhi gone?

Beggars in the national capital have done the vanishing act!

Almost all roads and temples complexes are now looking beggar-free and hawkers selling balloons, magazines, pens and cheap accessories at traffic signals have also quietly disappeared overnight without explanation.

While human rights activists and NGOs have blamed the Delhi government for forcing hundreds of beggars to leave the city or remain invisible till the Commonwealth Games are over, state officials have denied such allegations.

"We have confirmed reports that many of the poor were taken to railway stations, boarded on trains and sent to neighbouring cities. They were also told not to return to the city till the Games are over," says Indu Prakash Singh of Indo-Global Social Service Society.

"Authorities have unleashed a state of terror among the poor, who have been criminalised for seeking alms," Singh said.

Sanjay Kumar of Ashraya Adhikar Abhiyan, an NGO that works for the destitute in the capital, agrees with Singh and says they have similar reports of how these poor people have been hounded up in the city.

"We have information that many beggars were loaded into trucks and sent out side the city with a warning not to to return before the completion of the Games," says Kumar.

"This is very unfortunate. First, the government failed to provide a human solution to the problem of poverty and now they are trying to hide the very problem to the world."

However, officials deny the allegations.

"Not a single beggar or homeless has been repatriated from Delhi because of the Games," a senior social justice department official said, not wishing to be named.

Without divulging any details about their clean-up drive, the official said, "Delhi police are looking after the clean-up drive, you may ask them this question."

When asked, Delhi police spokesperson Rajan Bhagat said, "We are not carrying out any such drive. Delhi Police have only provided 25 personnel to the (social) welfare department to assist them in preventing beggary."

According to an estimate by the social welfare department, there are around 60,000 beggars in Delhi. Of them 30% are below 18 years of age, 69.94% are males and 30.06% are females.

Kumar says the number of beggars has gone down significantly in the city in the last few days.

"Kalkaji temple could be a case in point. A week ago, one could easily find about 600 beggars there. Now, hardly any one is visible. Where they all have gone?"

The Hanuman temple complex in Connaught Place, Nizamuddin dargah, Yamuna Bazar area, Kali Bari Marg, Aruna Asaf Ali Road are some of the examples.

The beggar-eviction drive was planned in April last year. However, the decision drew severe criticism from several NGOs and human rights groups, following which the drive became low profile.

But the activists claim authorities continued the drive "quietly and arrested hundreds of people" for begging in the city using the Bombay Prevention of Begging Act 1959.

Those found guilty in one of the two mobile courts created for this purpose were sent to shelters.

There are only 12 such shelters in the capital which cannot accommodate more than 2,200 people.

"Where the others have gone," asks Kumar of AAA.

"These evictions are carried out under the guise of city beautification and urban renewal measures. First they wanted to criminalise poor people and then make them invisible," says Singh of IGSSS.

"It's a very worrying situation. In a democratic country, how can you just force one to leave a place and his living? It's against the fundamental rights of a citizen," he rues.

There were also allegations that several shanty towns have been demolished in a bid to beautify the city for the Games. Huge boards have also been placed at road sides, which activists say, is aimed at hiding the dirt and poor localities.

Miloon Kothari, a former UN special rapporteur on housing, had recently said that efforts to hide the truth of poverty doesn't speak very well for the international community.

"Actually it's indicative of a disconnect at the global level between mega sporting events and social realities," he had said.

Echoing similar views, Anshu Gupta of Goonj, an NGO working for the poor, says, "It's very unfortunate if the beggars are really being forced to leave the city.

"I must say India is writing another black story when so much bad things related to the Games have been exposed to the world."

Delhi has drawn international criticism for various issues ranging from financial irregularities to delay in preparations for the Games.

BHOPAL: An NGO working for the victims of Bhopal Gas Tragedy on Monday said that it would try to meet US President Barack Obama when he visits the country next month to press for extradition of former Union Carbide chief Warren Anderson.

"We will seek an appointment with Obama to mount pressure on him for the extradition of former Union Carbide Corporation (UCC) Chief Executive Officer (CEO) Anderson from US," Bhopal Gas Peedit Mahila Udyog Sangthan Convenor Abdul Jabbar told reporters here on Monday.

He said that his organisation would also request Obama to exert pressure on Dow chemicals which has taken over UCC to pay higher compensation to the victims of the world's worst industrial disaster.

Even 25 years after the disaster, the Bhopal Gas Tragedy victims have not been paid adequate compensation, Jabbar said adding that the victims suffering from toxic leak were not getting proper health care.

"It is Obama's moral duty to ensure that Anderson and UCC were brought to book," Jabbar said adding that he should take the same stand which he took following oil spill in the Gulf of Mexico.

The same yardstick should be applied in regard to Bhopal Gas Tragedy, he remarked.

We want more money as compensation for the Bhopal Gas Tragedy victims, Jabbar said.

Meanwhile,The Congress today hit out at the BJP for dubbing Ayodhya verdict as a case of "faith upheld by law", saying the opposition party was "atrociously politicising" the issue and indulging in double-speak.

On the other hand,

BJP national vice-president Vinay Katiyar on Monday demanded that the Prime Minister take the initiative in tabling a Bill in the Parliament to ensure construction of a Ram temple in Ayodhya.

"Now that the Allahabad High Court has given a clear verdict, a Ramjanambhoomi Bill should be brought in Parliament to pave the way for construction of a Ram temple in Ayodhya. Prime Minister Manmohan Singh should take the initiative in this regard," Katiyar told PTI here.

Katiyar, who arrived here on Monday to address a rally at Deganga in North 24-Parganas district where a communal clash sparked off tension on September 7, said, "Legitimate demands for a Ram temple be translated into reality."

"Such a Bill for a Ram temple in Ayodhya should be in line with the Bill piloted by former Union home minister Sardar Vallabhbhai Patel for clearing the ground for Somnath temple in Gujarat," he added.

The IAF today justified the need for the Armed Forces Special Powers Act (AFSPA), whose removal has been demanded by the Jammu and Kashmir government, saying "legal protection" is a must for the troops to efficiently perform their tasks. "A soldier fighting anywhere at the request of the government and not voluntarily, must have legal protection otherwise he would be left inefficient to complete the job in which either the central or the state government has interest in," Air Chief Marshal P V Naik said while addressing the annual Air Force day press conference here.

The IAF chief was asked to comment on the need for AFSPA for the troops to operate in areas such as Jammu and Kashmir and some parts of the North-east states. J and K Chief Minister Omar Abdullah and various human rights organisations have been demanding the withdrawal of the Act.

On the issue of withdrawal of the Public Safety Act in J-K, Naik said it was government''s prerogative to take a decision and refused to further comment on the issue.
50% of IAF equipment obsolete, says IAF chief

NEW DELHI: The Indian Air Force on Monday said that 50% of its systems and equipment were obsolete and steps were being taken to bring down the obsolescence levels in the next four to five years.

"The obsolescence percentage is 50%," Air Chief Marshal P V Naik said here adding that "by 2014-15, it would come down to 20%".

The IAF chief was addressing his annual press conference on the Air Force Day held on October 8 every year.

Asked which was the most critical area for the force in this regard, Naik said, "Air Defence. That will be the only word."

The Air Chief made it clear that even with 50% obsolete equipment, the IAF was capable of handling threats from the medium of air and space. "We are fully capable of defending the country from any threat."

At present, IAF relies mainly on its Russian-origin air defence systems such as the OSA-AK and Pechora and the shoulder-fired Igla missiles, which have been in service for over two decades.

In the recent past, the IAF has been working on developing its air defence network and is looking to procure various systems in this regard.

It has already ordered for over six squadrons of the indigenously-made Akash air defence systems and the Spyder Medium-range Surface to Air Missile (MR-SAM) system from Israel along with aerostat radars to prevent any aerial attacks.

The force is looking at deploying low-level and medium-level transportable radars at different locations and is also planning to procure radars for being deployed in high altitude areas along the borders with China and Pakistan.

4000-year-old Aryan city discovered in Russia

LONDON: Russian archaeologists have unearthed some ancient and virtually unknown settlements which they believe were built by the original Aryan race about 4000 years ago.

According to the team which has discovered 20 of the spiral-shaped settlements in remote part of Russia steppe in southern Siberia bordering Kazakhstan, the buildings date back to the beginning of Western civilisation in Europe.

The Bronze-age settlements, the experts said, could have been built shortly after the Great Pyramid some 4000 years ago by the original Aryan race whose swastika symbol was later adopted by the Nazis in the 1930s.

TV historian Bettany Hughes, who explored the desolate part of the Russian steppe for BBC programme 'Tracking The Aryans', said: "Potentially, this could rival ancient Greece in the age of the heroes."

"Because I have written a lot about the Bronze Age world, there always seemed to be this huge missing piece of the jigsaw puzzle," Hughes was quoted as saying by the Daily Mail.

She said: "We are all told that there is this kind of mother tongue, proto-Indo-European, from which all the languages we know emerge.

"I was very excited to hear on the archaeological grapevine that in exactly the period I am an expert in, this whole new Bronze Age civilisation had been discovered on the steppe of southern Siberia."

The remains of the ancient city were explored for the first time around 20 years ago shortly after then Soviet officials relaxed strict laws banning non-military aerial photography.

But because of the region is so remote the incredible cities have remained virtually unknown to the rest of Europe until now, according to the archaeologists

They are about the same size as several of the city states of ancient Greece and would have housed between 1,000 and 200 people, they said.

Hughes was driven to the vast region by the expedition's chief archaeologist Professor Gennady Zdanovich who pointed to the cities that were buried in the ground beneath them.

The Aryan's language has been identified as the precursor to a number of modern European tongues. English uses many similar words such as brother, oxen and guest which have all been tracked to the Aryans.

Triveni in air, Green Hunt on ground

1949-2010: six festering decades, no arbiters

New Delhi, Oct. 3: Operation Triveni is the code name for the Indian Air Force's aerial support to the disputed counter-Maoist Green Hunt offensive on the ground.

Triveni is another name for the Sangam near Allahabad where the sacred Ganga, Yamuna and the mythological Saraswati meet.

The rationale for christening the counter-Maoist aerial support operation Triveni has not been explained. But it is probably inspired by the location of the Central Air Command that is in Allahabad.

The air command and the Central Army Command keep tabs on the counter-Maoist offensive.

Four helicopters from the Western Air Command, which is the most active of the IAF's commands — its area of responsibility covers almost the entire border with Pakistan and part of the China border — have been redeployed to the Central Air Command for Triveni. The Western Air Command is headquartered in New Delhi.

Operation Triveni also makes the Central Air Command an active theatre like the western command and Eastern Air Command that is headquartered in Shillong.

The codification of the IAF's counter-Maoist operation means that the force has created a separate budget for sorties that it flies to support central and state forces in Chhattisgarh, Jharkhand, Orissa and Bengal.

The air force's operations have run into controversies already. The IAF complains that the paramilitary forces on the ground have not secured helipads fully for its Mi-17 helicopters. The CRPF has on one occasion alleged that IAF pilots refused to fly after Maoists killed their men at Narainpur in Chhattisgarh in July.

Under the rules of engagement for Operation Triveni, the IAF's helicopters are equipped with side-mounted medium machineguns and are escorted by Garud commandos whose main task is to protect the IAF assets. The IAF has permission to fire in self-defence if fired at. But it is not authorised to use rockets and ground-attack weapons as yet.

In Operation Triveni, the IAF is tasked mostly for troops movement and casualty evacuation.

The IAF has also recalled its helicopters from Africa where they were deployed for a UN mission in Congo.

The IAF's helicopter resources are stretched, senior commanders admit.

Under Operation Triveni, co-ordinated by a group captain, IAF helicopters have so far flown 955 sorties, moved 6,282 troops and 95 tonnes of equipment.

Why didn't Tulsidas mention Ram temple demolition?

New Delhi, Oct 4 (IANS) Was legendary poet Tulsidas, who wrote 'Ram Charit Manas' in the 16th century, so scared of Mughal emperor Akbar that he did not mention the demolition of a Ram temple in Ayodhya and the construction of the Babri mosque thereupon in his work?

'If a temple standing on the premises in dispute had been demolished and a mosque had been constructed thereupon less than 50 years before Tulsi Das wrote 'Ram Charit Manas' at Ayodhya, there was no reason for not mentioning the said fact by him in his famous book,' Justice S.U. Khan of the Allahabad High Court said in his judgment on the Babri Masjid-Ramjanmabhoomi title suits Sep 30.

Justice Khan made this observation while rejecting the contention of several counsel appearing for different Hindu parties on this count.

These counsel had tried to explain this vital omission - no mention of the demolition of Ram's temple and construction of the mosque at the site - on the ground that Tulsidas feared emperor Akbar would not like it and cause him harm if he mentioned it.

But Justice Khan said such a wild accusation against a poet of such repute and calibre as Tulsidas was rather unpalatable even to non-Hindus.

Moreover, Justice Khan says Tulsidas had given up all the comforts of life and had virtually renounced the world by separating himself from his wife for writing 'Ram Charit Manas' at Ayodhya. The work is considered the common man's Ramayana.

'A poet in such a situation and of such calibre is not expected to be fearful in writing the truth,' said Justice Khan.

It was during the reign of emperor Akbar (1556-1605) that Tulsidas (1532-1623) wrote 'Ram Charit Manas' from 1574 to 1577 in Awadhi, which was the common man's language at that time.

Justice Khan said: 'Even if it is assumed that the mosque was subsequently constructed by Aurangzeb, still Tulsidas should have mentioned in 'Ram Charit Manas' that a specific small piece of land measuring 1,500 square yards or a temple standing on such a site was birthplace of Lord Ram.

'Symbolism and similes are two most essential, handy tools of poetry. Accordingly, if not directly then at least symbolically or in similes some indication could have been given by Tulsidas regarding the premises in dispute to be the birthplace of Lord Ram and demolition of the temple,' underlined Justice Khan.

Further disagreeing with the counsel of Hindu parties, Justice Khan said: 'Apart from (its) religious importance, 'Ram Charit Manas' has got great poetical value. Poetry is basically flight of imagination' and this could not be subjected to any fear.'

Elaboratin, Justice Khan said: 'Wealth and fear are two great retarding gravitational forces for flight of imagination. No wealthy or fearful person has composed great poetry.'

However, he said, this principle does not apply to prose writers. Leo Tolstoy who wrote 'War and Peace', the best novel of the world, was a feudal lord of Russia of considerable wealth and position.

The Ayodhya verdict, given by the Lucknow bench of the high court, has divided the disputed land into three parts - one for Ram Lalla, one for the Nirmohi Akhara and one for the Sunni Wakf Board. It also said the Babri mosque had been built on a site that was the birthplace of Hindu god Ram.

Delhi is enthusiastically preparing for the Commonwealth Games 2010. With the rising number of world-class shopping malls, eateries, flyovers, multiplexes and of course the fast paced metro train that is the icing on the cake; Delhi government is busy boasting the modernisation and the international standard of "conspicuous consumption" in Delhi and the NCR. It sounds good on the outset and has impressed many. However there is a difficult side to the plush green surroundings and ever-rising skyscrapers that of a harsh world of scarcity, struggle and homelessness.

This side is of beggars pouncing at traffic junctions; poor often handicap people (men, women and children) soliciting alms directly or in the guise of street performers and small vendors at almost all traffic junctions in the city with Connaught Place, Janpath and the famous Hanuman Mandir being the prominent. An unkempt child who's hygienically uncared for peeping through the window of the car, begging for food or money is a common sight on Delhi roads. A staggering 60,000 beggars (Action Aid report- 2004) and rising is certainly a matter of grave concern for Delhi's reputation as an International city and no wonder the local government wants to make Delhi beggar free before 2010 by putting all beggars into jail!

As per a study, about 90% of the population (Centre for Media Studies-CMS, Delhi) of beggars in Delhi are migrants from neighbouring states of Rajasthan, Uttar Pradesh and Bihar. These poverty stricken people are pushed to Delhi for want of sustenance from their native place. More than three fourth of Delhi's beggars are driven by poverty.

Delhi government has in fact failed to fight with the problem of beggary that not only shows the in-competency but also make these developments look incomplete and even meaningless. Questions are obvious for a city that cannot feed its people how authentic these accomplishments are? How inclusive this makeover is?

The Bombay Prevention of Beggars Act, 1959 that is administered in Delhi since 1961 bans begging, vending on roads, cleaning vehicles at traffic junctions, singing in buses and displaying disability for alms. Anyone penalised under the Bombay Beggary Prevention Act is sent to a special beggar court and bailed out only after paying between Rs. 500/- and Rs. 1,000/- as fine. The increasing number of beggars on Delhi roads clearly shows that there exists no such thing in practice. The Anti-Beggar legislation aims at removing the poor from the face of the city. It is again a part of the preparation and the makeover for the big event.

To eradicate beggary the policy of dumping of beggars is not going to solve the problem. Treating beggars as criminals is not going to help either. They are often forced into beggary by unemployment, homelessness, and easy earnings. There are enough instances of begging rackets that force women and abduct children to get into this profession.

It is found that 96%of the beggars earn an average daily income between Rs 80 –100, which is more than the income of daily wage earners. At some of the busiest traffic junctions a beggar often makes Rs 450 in a day. The data is indicative of the fact that beggary has become a lucrative profession where one earns for doing nothing. A study of the Delhi University's Social Work Department conducted for the Social Welfare Department of the Delhi Government which surveyed 5,000 beggars on the streets of the Capital reveal that some educated youth have also taken up begging and begging attracts even those who are able-bodied and a good number of them physically sound.

The anti-beggar law prohibits giving alms to the beggar. The idea is in principle to discourage beggary and to make civil society sensitive towards beggary. The one time help has been proved to be of little help to the beggars. The call is to sensitise people to join hands with NGOs that are seriously working in this direction. There are many NGOs working for street children where children get conducive environment; they stay through the day and get a chance to kindle their childhood.

Provisions are required to be made for their rehabilitative work. To improve the living conditions of government –run beggar homes that at present are worse than the worst of jails. There is an urgent need to impart vocational skills training to the beggars according to their requirements and level of handicap so that they can find work in small scale enterprises and work in making of cards, candles, repairing bicycles and bikes in the garages, work for the government projects etc. To sustain the anti-beggary campaign there has to be strict actions against the begging rackets that force women and children into begging will complement the rehabilitation effort.

The government along with the civil society has to take comprehensive steps to provide these strata the basic amenities and alternative life support systems so that they can also be discouraged from begging and thereby have their share in the development of the country. There can be sensitising programmes for the police department, schools and Resident Welfare Associations (RWAs). A joint venture of the Delhi Government and the people of the city would bring about real changes in the society and an inclusive and authentic face-lift for the city.

Ayodhya: Advani feels vindicated, prefers negotiated settlement

Senior BJP leader L K Advani feels "vindicated" about his Ayodhya 'rath yatra' in the wake of the Allahabad High Court verdict and prefers a negotiated settlement for building a Ram temple at the place where the makeshift now stands.
Advani, the mascot of the temple campaign who launched the rath yatra in 1989, also rejects criticism that the last week's judgement of the Lucknow Bench puts faith above law, saying it is only a case of "faith upheld by law".
He strongly endorses his party president Nitin Gadkari's suggestion that Muslims can build a mosque "outside the complex" in Faizabad on the banks of the river Saryu.
In the course of more than an hour-long interview with PTI, the BJP leader, who will turn 84 next month, is careful in his statements and does not want to appear victorious after the judgement and would not say anything that would ruffle the feathers in the Muslim community.
"Yes, I do feel vindicated because I believe that until 1989, BJP was not part of this (temple) movement which actually started in 1949," he said, to a question whether the judgement has vindicated his temple campaign launched in 1989 from Somnath to Ayodhya.
Replying to questions on what is the way forward and whether the BJP and the Sangh Parivar would take the initiative for a negotiated settlement, Advani said, "The way forward is an agreement between the two communities that this (construction of temple at the disputed place in Ayodhya) should happen. What should happen let them work it out."
Advani said so far as the judgement is concerned it makes obvious that the desire of "those millions" who wanted a Ram temple to be constructed at what is believed to be the birth place of Ram will happen.
"But it would be good if this is not just a court's decision but also the decision of both communities together."
He ruled out the possibility of Allahabad High Court verdict egging temple protagonists to rake up fresh issues over disputes surrounding the Kashi and Mathura shrines on the ground that faith takes precedence over law.
"No, no. There is a sea of difference between the two. The reason for that is during negotiations (between NDA government and leaders of the two communities before 2004), the Hindus had categorically conveyed to the Muslim side, which had expressed such apprehensions, that since they would be voluntarily agreeing on a solution (to Ayodhya), that will not happen.
"We had talked about it then. I do not see this judgement (doing it) because, after all, Ayodhya has been an issue which has changed the political history of the country," he said.
During the interview, the Chairperson of the BJP Parliamentary Party and Working Chairperson of the NDA, did not want to go into issues whether the Allahabad High Court judgement justified the demolition of the disputed structure in 1992. Nor would he comment on the issue whether the judgement dilutes the demolition case.

RAMESH WAS an illiterate teenage orphan when he joined the ragtag army that came to his village preaching Maoist revolution. During his years in the jungle he learned to read, write, and fire a gun.
Ramesh says he left his cadre only because he wanted to start a family with a fellow Maoist. The couple now live quietly with their young daughter not far from where, in April, their former comrades ambushed and killed almost 80 paramilitaries - the deadliest attack in a dirty war fought out far from the high-tech companies and Bollywood glamour of boom India.
"The life of armed struggle is no longer for me," Ramesh says, showing an old photograph of him and his wife posing with guns. "But I still believe in the ideas behind it. Who could disagree with fighting on behalf of the poor for a more equal society?"
Just a decade ago, India's Mao-inspired rebels, often called Naxalites after their predecessors who staged an uprising in the West Bengal village of Naxalbari in the late 1960s, had all but faded away. Today, they have a
presence in 223 districts spread throughout 20 of India's 28 states and boast more 10,000 active fighters, with an estimated 100,000 in reserve.
Since 2006, prime minister Manmohan Singh has repeatedly declared the Maoists, who have carved out a so-called "red corridor" across central and eastern India, the country's greatest internal security threat. This year alone, the conflict has claimed the lives of almost 900 people, many of whom were civilians.
As the violence escalates - with the Maoists now turning to tactics including beheading and bombing - the debate over how to tackle this growing insurgency has become bitterly polarised. Confronting the Maoist problem means confronting difficult questions over the nature of development in India - and who benefits from it most.
It is not surprising that "left-wing extremism" - to use Delhi's euphemism - gained momentum during the same decade that witnessed India's economy growing to unprecedented, and dangerously lopsided, levels.
And it is little coincidence that the pockets where the Maoists now hold most sway are also those that contain the country's deepest seams of minerals. Beneath the dense forest that blankets much of Chhattisgarh, a remote state considered the epicentre of the Maoist resurgence, lies one-fifth of India's iron ore plus huge reserves of coal, tin and bauxite - an irresistible trove for the country's industrial titans and foreign investors.
What has played out in Chhattisgarh and other mineral-rich yet impoverished states like it over the past 10 years represents the ugly face of India's boom. The clash between often disastrously mismanaged industrialisation and the traditional agrarian way of life as practised by indigenous tribal people known as adivasis has resulted in the dispossession of hundreds of thousands of villagers.
"Development is the most hated word among these people, because in its name they have lost their land, their resources and their dignity," says Rajendra Sail, a lawyer and activist in Chhattisgarh.
In such circumstances, it is not difficult to understand, as several government commissioned reports have concluded, why an ideology promising land and liberation might take seed in isolated villages where the writ of the state has long been absent.
"These people are the poorest of the poor. They have been denied their land rights, their forest rights, and their human rights. Some of them feel that unless and until you challenge the might of the state with guns, it will not listen," says Swami Agnivesh, a social activist who has attempted to mediate between the Maoists and the government.
To counter Maoist influence in Chhattisgarh, a state-sponsored militia known as Salwa Judum (the name translates as "purification hunt" or "peace mission" depending on who you ask) emerged in 2005. What resulted was a spiral of revenge attacks, as each side laid waste to villages suspected of supporting the other.
"It has been a reign of terror," sighs Markam Iria, who fled to one of several displacement camps after the Maoists killed both his father and uncle. "The problem is there appears to be no end in sight."
The clearing of villages that just happen to straddle prime mining territory has led some activists to suspect a murky nexus between state-backed security operations and efforts to tap resources. As the situation becomes increasingly tense, anyone who questions the current development narrative in Chhattisgarh runs the risk of being branded a Maoist sympathiser.
"There is a full spectrum of resistance but the government wants to simplify the picture and reduce all the colours to one," says Binayak Sen, a paediatrician and civil rights activist who was detained for two years after he was accused of helping Maoists. More than 20 Nobel laureates supported an international campaign for his release.
"We must have a process by which the people's voices can be heard in the processes of economy and development," Sen says. "We can never be at peace if such large sections of the population are being ground underfoot."
As the conflict grinds on, with the Maoists now ironically funding their campaign by extorting road contractors and mining companies as well as collecting taxes from villagers, the authorities have struggled to agree on how best to confront the insurgency. Some insist the Maoists should be snuffed out by force. Late last year the government deployed thousands of extra security personnel throughout the worst-hit regions, but to little avail.
Others argue that any strategy must include an effort to address local grievances exploited by the rebels. Many, like BK Ponwar, a retired brigadier who runs a Chhattisgarh training centre established to teach police to "fight a guerrilla like a guerrilla" as its slogan boasts, believe the response must incorporate both security and development. "I tell my men that many of the Naxals are simply misled people who have taken up arms," he says. "We must wean them off."
The government frets that the Maoists, who have attacked railway lines, roads and other infrastructure, are deterring development and frightening off investment. Last month India's tough-talking home minister Palaniappan Chidambaram attempted to assuage the concerns of skittish investors, telling them he was confident the government would soon be able to regain control of territory where the Maoists currently run what effectively amounts to a parallel administration.
Both sides have at different stages indicated a readiness to begin peace talks, but there is much distrust of the other's true intentions. In July, Maoist leader Cherukuri Rajkumar, alias Azad, was shot in what authorities described as an "encounter killing" just as he was apparently about to open negotiations through the mediation of Swami Agnivesh. Amid widespread scepticism over the circumstances surrounding Azad's death, the possibility of talks now seems ever more remote. Swami Agnivesh insists there is no other way. "If [ the Maoists] continue the way they have been doing, and the state continues repressing them the way they have been doing, then it will be never-ending violence and counter-violence," he says. "It is time to say stop this madness. The guns should stop and the talks begin."

Tata Motors raises $750 mn in share sale: Source

MUMBAI: Tata Motors raised $750 million in an institutional share sale, a source with direct knowledge of the matter said, after lifting the size of the offering on strong demand.

The vehicle maker, which owns the luxury Jaguar and Land Rover brands and also makes the world's cheapest car, the Nano, had initially planned to raise $525 million by issuing $325 million shares with differential voting rights and $200 million worth of ordinary shares.

The company said in a statement earlier on Monday that it was increasing the size of the offering of shares with differential voting rights to $550 million.

Later on Monday, Tata Motors spokesman Debasis Ray said the issue had yet to close and declined further comment.

The overall offer generated orders for roughly $1.8 billion, the source said.

The company launched the share sale late on Friday, with the aim of using proceeds to reduce debt and grow its business, sources said, taking advantage of an Indian share market that reached a new 33-month peak on Monday.

Shares with differential voting rights are normally issued to to protect the stake of founders in a company. Such shares allow investors to get higher dividends, but in return they have to surrender their voting rights.

Tata Motors, part of the diversified Tata Group conglomerate, was selling the shares with differential voting rights at 764 rupees each and the ordinary shares at 1,074 rupees each, the source said, a discount of 4 percent to the stock's Friday close.

Tata Motors' ordinary shares rose 1.85 percent on Monday to close at 1139.6 rupees.

Credit Suisse and Citibank were the lead managers for the issue.

Car sales jump in Sept; Maruti, Hyundai cross new milestones

NEW DELHI: Most carmakers, including the top two— Maruti Suzuki and Hyundai Motors, reported their best monthly sales in September and look poised to set new marks in October even as booming vehicle sales revive concerns about increasing traffic congestion in cities.

"We are heading for a blockbuster year on sales. All urban and rural markets are strong and the momentum is likely to go beyond the festive months of October and November," said Mayank Pareek, managing executive officer of Maruti Suzuki India.

The country's largest carmaker reported sales of 1,08,006 cars (including exports) in September, beating 1,04,971 sales in August. In the domestic market, sales increased 33% to 95,148 cars.
Hyundai Motors also posted its highest monthly sales since inception in 1998 at 31,751 cars in the domestic market.

Its overall sales, however, declined 4% as exports fell 24.3% to 19,690 units last month, which is partly contributed to shifting export volumes to local market.

"We have tweaked supplies to domestic market... We prefer growth here rather than overseas markets," said Arvind Saxena, director, marketing & sales, at Hyundai Motor. And the industry is building up inventories to maximise supplies in the festive season when automakers expect sales to break new records.

Tata Motors sold 23,877 cars in September, a jump of 31% while Ford Motors posted sales of 8,380 cars, a growth of 146% y-o-y. Among the two-wheeler makers, market leader Hero Honda posted sales of 4,33,000 vehicles, a growth of 8%while TVS sold 1,88,005 vehicles in September, up 31% y-o-y.

"Manufacturers are pushing up volumes at the dealerships in a buildup for the festive season," said Ajay Sethia, auto analyst at financial service company Centrum. "Primary sales (factory to dealers) will be high and that will keep the momentum going, although post-festive season could witness lower growth," he added.

While car sales in the country have been robust for several months now, growing at more than 30% since April and showing no signs of slowdown, there is a rising concern about traffic congestion in most cities. 'Incredible India' showed its best face at CWG opening: Oz media

MELBOURNE: The new "Incredible India" of diversity and cultural pride showed its face, the Australian media unanimously said after watching Sunday's gala opening of the 19th Commonwealth Games that they described as a "kaleidoscope of music, movement and colour" that gave a "spectacular start" to the fortnight long sporting event.

"An ancient land opens its heart to the world," the Sydney Morning Herald said and described the beginning of the event as a display of "rich and exciting pageant befitting a country as vast and populous as India".

A 300 metre-long series of tableau shashayed the "riot of life that exists within and around an Indian train".

Rickshaws and chai (tea) carts rollicked along with classical dancers as the mega sporting event of the 71 participating nations and territories was officially opened Sunday evening by Indian President Pratibha Patil and Britain's Prince Charles who read out the message of Queen Elizabeth II, his mother.

According to the Herald, like a great curry, the Delhi Games has had a spicy start. Now the city hopes for the diffusion of the full range of flavours for the next 11 days before leaving the athletes, and television audiences around the world, with an after-taste that is richly exotic rather than sour.

After weeks dominated by reports of corruption and chaos, the new "Incredible India" of diversity and cultural pride showed its face," wrote another daily, The Australian.

And if the crowd of over 50,000 at "Delhi's impressive new Jawarhalal Nehru Stadium were any indication", whether "it would erase the national shame of the past few weeks, the answer is an emphatic, and ecstatic, yes", the newspaper said.

The ceremony began with a dramatic flourish as percussionists beat giant drums and red pyrotechnic flames shot into the air from the brand-new Australian constructed stadium roof. Children dressed in the tri-colour Indian flag waved more than 6,000 athletes in to the arena -- the largest ever Commonwealth Games contingent.

The former host nation, Australia, led the athletes' parade with netballer Sharelle McMahon carrying the flag ahead of a team. But no one could upstage the sumptuous elegance of the Indian team in stunning brocade saris and maroon and gold knee-length silk sherwani jackets, it wrote.

"Commonwealth Games make spectacular start," read the headline in the Herald Sun.

"The ceremony, a kaleidoscope of music, movement and colour, was watched by proud and ecstatic locals, plus millions of television viewers across the Commonwealth," it said.

A 'Namaste' dance -- the Hindi word means "welcome" -- where dancers formed the shape of two palms pressed together in a common Indian greeting, was also a crowd favourite. And, there were fireworks, with more than 2,700 provided by Victorian company Howard and Sons launched from 88 spots around the stadium roof.

The newspaper also hailed the Games' theme song by Oscar-winning composer A.R. Rahmann as "a foot-tapping, hand-clapping, jaw-dropping performance".

India's net liability to NRIs rises to $185 bn in Apr-June

The net claim of foreigners and NRIs on India rose USD 26.8 billion to USD 185.1 billion during the first quarter of this fiscal from the previous three months on account of increase in inflow of overseas investment and availability of cheap loans abroad.

This was revealed by data on the International Investment Position (IIP) of India, which represents the difference between assets held by residents of a country and non-residents, released by RBI .

The latest figure indicates a jump of 16.9 per cent in the net assets of foreigners and NRIs from USD 158.4 billion during the fourth quarter of 2009-10.

During the April-June period, total external financial assets of Indian residents went down USD 5.3 billion, or 1.4 per cent, to USD 373.6 billion from USD 378.9 in the quarter ended March last fiscal, the IIP figures said.

Among the assets, direct investment abroad went up by USD 2.9 billion, or 3.7 per cent, to USD 82.1 billion.

Government launches website to get feedback on 12th Plan

In a bid to make 12th Five Year Plan (2012-17) more inclusive and effective, the Plan panel today launched a web portal to get public feedback on the 'Approach Paper to 12th Plan'.

Before unveiling any five year Plan, the Plan panel prepares an approach paper, which lays out the major targets, the key challenges in meeting them, and the broad approach that must be followed to achieve the stated objectives.

Thus the feedback provided by the general public would help the panel make more effective approach paper for the next five year plan.

"This website would enable the general people give their views on how should we go about the next five year Plan," Planning Commission Deputy Chairman Montek Singh Ahluwalia told reporter at the launch of the website.

He said, "This initiative would help those people who are kept out of the Plan formulation process, to give their valuable views."

This is probably the first time the Planning Commission would invite feedback of commoners for formulation of any five year Plan, an official said, adding that by the end of this month, a more dynamic website would be launched to make it more interactive.

In the present form, the views uploaded would be available to the concerned officials only. But after launching the dynamic version of this website later this month, one can see his as well as others views on the subject.

Once the approach paper is ready, it would be approved by the Union Cabinet and the National Development Council which includes all Chief Ministers of states.

Ahluwalia said that the approach paper for the next five year Plan would be ready in the first half of next year (2011).

Current account deficit triples as imports soar

MUMBAI: India's current account deficit tripled in the June quarter as imports soared, raising the spectre of volatile currency when the tide of overseas fund flows turns.

Interest rate differentials between the domestic market and the developed nations raised the external debt too as companies found it beneficial to borrow in dollars. Widening deficit may make the central bank's job of ensuring stability in the foreign exchange market, inflation and interest rates tough, economists say.

Current account deficit in the June quarter widened to $13.7 billion, from $4.5 billion in the year earlier, a data released by RBI showed. Current account in the balance of payments measures the net position of a country's exports and imports of goods and services.

"RBI has a tough task striking a balance between inflows, exchange rate and controlling inflation," Bloomberg News quoted Rahul Bajoria, a Singapore-based economist at Barclays as saying. "The deficit will increase the headwinds and lead to a weakening of the rupee in the short term."

Cheap money sloshing around the globe is finding its way to developing nations including India , pushing up local currency values. This leads to higher imports while exports stagnate due to consumer reluctance in the West to spend because of rising unemployment. Although foreign fund flows into India, expected to be an all-time high of $25 billion this year, are pushing up stock prices, they are hurting exports and may shake the economy when overseas investors pull their money out.

The trade deficit was higher at $34.2 billion during the quarter compared with $25.6 billion during the year earlier. While rising imports are an indication of strong demand that could help the country achieve 8.5% growth, a sustained deficit could undo the achievements so far, say economists.

"Risks of a near-term shock over the BoP remain," Chetan Ahya, Asia-Pacific economist at Morgan Stanley wrote in this paper recently. "Policymakers have, in effect, taken on more risk in pushing growth and the remaining exposed to the risk of a rise in oil prices above $90/bbl and global risk aversion affecting capital inflows into emerging markets. Under either of these conditions, the currency could depreciate and short-term interest rates spike up, hurting investment and growth — precisely the areas policymakers are aiming to accelerate.''

The government recently raised the limits of corporate and government bonds holding by foreigners. Services surplus fell to $20.5 billion, from $21.2 billion a year earlier due to slowdown in non-software services and investment income, largely comprising returns from deploying foreign exchange reserves. Companies borrowed more from overseas markets exploiting interest rate discrepancies.

Net short-term trade credit was $5.6 billion, up from $1.5 billion, in line with increasing imports, the data showed. Overseas borrowing turned positive at $2.7 billion during the quarter. It declined $0.4 billion a year earlier. The overall balance of payments that includes both the current as well as capital account transactions for the quarter, ended in a higher surplus of $3.7 billion ($115 million) on account of a capital account surplus of $18.3 billion ($4 billion). Capital inflows improved on back of sharp surge in short-term trade credits, external commercial borrowings (ECBs), external assistance and banking capital.

Current account deficit manageable: Rangarajan

MUMBAI: The Prime Minister's Economic Advisory Council Chairman C Rangarajan today said the widening current account deficit is manageable and the surging capital inflows will cushion the gap.

India's current account deficit, representing net flow of income out of the country barring capital movements, surged three fold to USD 13.7 billion in the April-June quarter over the same period last year, according to the Reserve Bank data.

The former RBI governor also said food inflation will come down in the next few months on the back of a very good monsoon and the corrective measures taken by the central bank.

Rising for the fifth straight week, food inflation surged to 16.44 per cent for the week ending September 18.

While commenting on capital account deficit he sounded optimistic that it will remain at last year's level only. "Until the end of this August, the accretion to foreign exchange reserves has been minimal. This is despite capital flows being reasonably good. All these point to the fact that CAD this year may also be at last year's level," he said.

Rangarajan also said that there was no need for any regulatory intervention to contain the flow of foreign funds into the country as of now because it is only marginally higher than last year's level.

"The inflow has not reached a level that demands a corrective action," he said

Foreign institutional investors bought over USD 5.3 billion worth shares in September and USD 18.2 billion so far this year.

The former RBI governor was talking to newsmen after delivering the Second M Visvesvaraya Memorial Lecture on 'The current economic scene and policy options' at the World Trade Centre here.

India loses Rs 10 lakh crore from black economy every year

NEW DELHI/MUMBAI: Your rightful indulgences like shopping, eating out, going to movies, most certainly have a bolstering effect on the economy. But, there exists a dark side which cleverly evades taxes to generate what is colloquially referred to as 'black money'.

This 'sin' economy, comprising fake and counterfeit products, smuggled and pirated goods, unauthorised gambling, bribery and prostitution, among a host of other sinister activities that go unaccounted, has a draining effect on the economy. So Just how big is the black economy?

While there are no authentic figures, economists feel that it is in the region of 40% of India's gross domestic product (GDP). Professor of economics, Jawaharlal University, Arun Kumar, who has written one of the most authentic books on the subject, 'The black economy in India', puts the figure at around 50% of the GDP.

According to the latest estimate of Central Statistical Organisation (CSO), the size of the Indian economy is around Rs 61,64,000 crore. Thus, the size of the black economy, taking it at 40% of GDP, is around Rs 25,00,000 crore or around $500 billion.

If black money is declared by individuals or corporate houses as income, it becomes legal and would be taxed at 30%. If all the estimated black money is declared, it could generate a tax revenue of Rs 7,50,000 crore for the government! This is more than total tax collection at Rs 6,41,000 crore for 2009-10. Kumar puts the potential tax revenue figure much higher at around Rs 10,00,000 crore.

Banking on buoyant market, Lavasa to launch Rs 2K crore IPO by December

Infrastructure major HCC's group company Lavasa Corporation today said that buoyed by good market conditions, it may launch its Rs 2,000 crore public issue by December.

Lavasa, the subsidiary of Hindustan Construction Company , is developing a Rs 30,000 crore hill city project near Pune in Maharashtra.

"If the good market condition continues to prevail, the company hopes to launch the initial public offering (IPO) by December. It plans to offer a 10 per cent stake to raise about Rs 2,000 crore," Executive Vice President, Business Development, Lavasa Corporation Ltd, Nathan Andrews said.

"We have filed the Draft Red Herring Prospectus (DRHP) with (market regulator) SEBI some three weeks back. We will invest the proceeds in our Rs 30,000 crore Lavasa Hill City project," Andrews said.

The company has hired Morgan Stanley , Kotak Mahindra Capital , Axis Bank and ICICI Securities as its Book Running Lead Managers to manage the issue.

HCC holds 64.99 per cent stake in Lavasa Corporation, while other shareholders include Avantha Group, Venkateshwara Hatcheries and private investors.

The hill city, termed as country's largest such project, is being developed at Lavasa on 12,500 acres.

Andrews said the first phase of the project has been completed with an investment of Rs 2,000 crore, including Rs 1,000 crore on infrastructure development.

The first phase includes educational facilities on 100 acres, residential complexes and hospitals, he said, adding that of the 1,000 hotel rooms proposed there, 250 rooms have become operational.

"We have sold 1,700 homes so far and plan to build 75,000 homes in the hill city," Andrews said. The entire project is likely to be completed by 2020.

Beggars in the national capital have done the vanishing act!

Almost all roads and temples complexes are now looking beggar-free and hawkers selling balloons, magazines, pens and cheap accessories at traffic signals have also quietly disappeared overnight without explanation.

While human rights activists and NGOs have blamed the Delhi government for forcing hundreds of beggars to leave the city or remain invisible till the Commonwealth Games are over, state officials have denied such allegations.

"We have confirmed reports that many of the poor were taken to railway stations, boarded on trains and sent to neighbouring cities. They were also told not to return to the city till the Games are over," says Indu Prakash Singh of Indo-Global Social Service Society.

"Authorities have unleashed a state of terror among the poor, who have been criminalised for seeking alms," Singh said.

Sanjay Kumar of Ashraya Adhikar Abhiyan, an NGO that works for the destitute in the capital, agrees with Singh and says they have similar reports of how these poor people have been hounded up in the city.

"We have information that many beggars were loaded into trucks and sent out side the city with a warning not to to return before the completion of the Games," says Kumar.

"This is very unfortunate. First, the government failed to provide a human solution to the problem of poverty and now they are trying to hide the very problem to the world."

However, officials deny the allegations.

"Not a single beggar or homeless has been repatriated from Delhi because of the Games," a senior social justice department official said, not wishing to be named.

Without divulging any details about their clean-up drive, the official said, "Delhi police are looking after the clean-up drive, you may ask them this question."

When asked, Delhi police spokesperson Rajan Bhagat said, "We are not carrying out any such drive. Delhi Police have only provided 25 personnel to the (social) welfare department to assist them in preventing beggary."

According to an estimate by the social welfare department, there are around 60,000 beggars in Delhi. Of them 30% are below 18 years of age, 69.94% are males and 30.06% are females.

Kumar says the number of beggars has gone down significantly in the city in the last few days.

"Kalkaji temple could be a case in point. A week ago, one could easily find about 600 beggars there. Now, hardly any one is visible. Where they all have gone?"

The Hanuman temple complex in Connaught Place, Nizamuddin dargah, Yamuna Bazar area, Kali Bari Marg, Aruna Asaf Ali Road are some of the examples.

The beggar-eviction drive was planned in April last year. However, the decision drew severe criticism from several NGOs and human rights groups, following which the drive became low profile.

But the activists claim authorities continued the drive "quietly and arrested hundreds of people" for begging in the city using the Bombay Prevention of Begging Act 1959.

Those found guilty in one of the two mobile courts created for this purpose were sent to shelters.

There are only 12 such shelters in the capital which cannot accommodate more than 2,200 people.

"Where the others have gone," asks Kumar of AAA.

"These evictions are carried out under the guise of city beautification and urban renewal measures. First they wanted to criminalise poor people and then make them invisible," says Singh of IGSSS.

"It's a very worrying situation. In a democratic country, how can you just force one to leave a place and his living? It's against the fundamental rights of a citizen," he rues.

There were also allegations that several shanty towns have been demolished in a bid to beautify the city for the Games. Huge boards have also been placed at road sides, which activists say, is aimed at hiding the dirt and poor localities.

Miloon Kothari, a former UN special rapporteur on housing, had recently said that efforts to hide the truth of poverty doesn't speak very well for the international community.

"Actually it's indicative of a disconnect at the global level between mega sporting events and social realities," he had said.

Echoing similar views, Anshu Gupta of Goonj, an NGO working for the poor, says, "It's very unfortunate if the beggars are really being forced to leave the city.

"I must say India is writing another black story when so much bad things related to the Games have been exposed to the world."

Delhi has drawn international criticism for various issues ranging from financial irregularities to delay in preparations for the Games.
