रिजर्व बैंक के जरिये ब्याजदरों में फेरबदल करके सेनसेक्स इकानामी के ग्रोथ तेज करने की कवायद के तहत चामात्कारिक उत्रपादन आंकड़े जारी किये गये हैं।इस सांढ़ संस्कृति पर कल ही लिखा है।


हमारे लोगों को यह अहसास ही नहीं है कि भारत में उत्पादन प्रणाली सिरे से ध्वस्त है। न कृषि उत्पादन,न औद्योगिक उत्पादन और न मैन्युफैक्चरिंग उत्पादन की दशा दिशा में कोई बुनियादी परिवर्तन हुए हैं।


मौद्रिक व वित्तीय नीतियों के मुताबिक रेटिंग एजंसियों की मिजाज पुर्सी के लिए आंकड़े पेश कर दिये गये हैं।


तकनीकी क्रांति के मसीहा सैम पित्रोदा हैं और उनकी महिमा किसी डा. मनमोहन सिंह या अरुण शौरी से कम नहीं है।


बाकी तो न पिद्दी हैं और न पिद्दी का शोरबा।


सैम पित्रोदा से हम अभीतक मुखातिब नहीं हुए हैं और न नंदन निलेकणि से।


दरअसल ग्लोबीकरण के बाद बतौर पत्रकार हमारी गतिविधियां सत्ता के गलियारे से बाहर हैं और परें भी काट दी गयी हैं।


लेकिन भारत में सूचना क्रांति में हमारे आदरणीय आनंद तेलतुंबड़े शुरु से शरीक रहे हैं और सूचना तकनीक में उनकी आइकानिक हैसियत रही है।उनके पास सारे आंकड़े,तथ्य और ग्राफिक सिलसिलेवार हैं कि कैसे आटोमेशन और तकनीक के जरिये रोजगार के सारे अवसर खत्म कर दिये गये हैं।


अटल जमाने से संरक्षण के आधार पर नियुकतियां शून्य हैं।


उदित राज की मांग के मुताबिक केंद्र सरकार की ओर से यूपीए जमाने में निजी संस्थानं में आरक्षण हेतु जो कमेटी बनायी गयी थी,उसमें भी तेलतुंबड़े मौजूद थे और कमिटी की बैठक में उन्होंने साफ कर दिया था कि हायर फायर नीति के तहत आटमेशन के तहत  सरकारी और  बेसरकारी क्षेत्र में आरक्षण की कोई गुंजाइश नहीं है।


दरअसल यह आरक्षण का अवसान नहीं है,यह कथा उत्पादन प्रणाली के ध्वस्त हो जाने की कथा है,जिसमें मानव संसाधन का सिरे से सफाया है।


आनंद अंग्रेजी में इस पर खूब लिखा है और हम भाषाई दुनिया तक उनका लिखा संप्रेषित करने की कोशिश कर रहे हैं।


हम आनंद की तरह विशेषज्ञ नहीं हैं।लेकिन सत्तर दशक की पीढ़ी भारत में सूचना क्रांति आटोमेशन,हरित क्रांति,धर्मन्मादी राष्ट्रवाद,ग्लोबीकरण और अविराम दमन, उत्पीड़न, बहिस्कार, निष्कासन और बेदखली का प्रत्यक्ष दर्शन करती रही है।


मीडिया में जो छप रहा है और विशेषज्ञों के जो सुवचन हैं,जो सूचनाएं,तथ्यऔर आंकड़े उपलब्ध कराये जा रहे हैं,उससे परिस्थितियों के इस चक्रव्यूह से निकलने का कोई रास्ता निकलता ही नहीं है।आपको कुलमिलाकर सत्तर के दशक के मध्य फिर फिर लौटना होगा,जबसे आहिस्ते आहिस्ते आटोमेशन और सूचना क्रांति के जरिये उत्पादन प्रणाली को खत्म किये जाने की मुहिम बिना रोक टोक जारी है।साठ के दशक को पकड़ें तो पूरे पांच दशक बीत चुके हैं।कुंभकर्ण भी इतनी लंबी नींद सोया हो,ऐसा रामायण में लिखा नहीं है इतना कि यह देश सोता रहा है और अब भी सो रहा है।नींद में चलने की बीमारी हो तो इससे कुछ असुविधा भी नहीं है।बीमारियों के साथ जीने की आदत हो तो कार्निवाल में कोई व्यवधान भी नहीं होता।


अब अपराध हुआ हो और प्रत्यक्षदर्शी गवाही नहीं देता,तो क्या हो सकता है,जो हो रहा है,वह इसीका प्रतिफल है।क्योंकि सत्तर दशक की पीढ़ी से लेकर हाल फिलहाल के जन फक्षधर मोर्चे में एटीएम संस्कृति के दीवाने बहुत हो गये हैं।


जो लोग व्यवस्था परिवर्तन के लिए घर से निकले थे,उनमें से अब भारी संख्या में लोग व्यवस्था में शामिल हैं और रंगरोगन भी खूब हो गया है।चेहरे पर परत दर परत इतने मुखौटे हैं कि असली चेहरा ही समझ में नहीं आता।


यह वाकया सिख नरसंहार,इंदिरा के अवसान और राजीव गांधी के राज्याभिषेक से पहले का है।नैनीताल में हमने टीवी देखी न थी तो धनबाद के कोयलांचल में भी 1980 में कहीं टीवी का दर्शन हुआ नहीं था।हम पहाड़ों की खूबसूरतघाटियों और नैनीझील की छांव छोड़कर भूमिगत आग के इलाके में दाखिल हुए थे।हमने पहली बार टेलीफोन डायल दैनिक आवाज के डेस्क से किया था।


बिहार क्रिकेट एसोसिएशन तब रूसी मोदी चलाते थे और दैनिक आवाज के चीनी बाबू इससे जुड़े हुए थे।1981 में चीनीबाबू अपना दलबल लेकर अमेरिका और यूरोप के दौरे पर गये।जिसमें चानी बाबू के अलावा आवाज के बंकिम बाबू समेत कई मालिकान भी गये।उनके परिजन भी।इसी दल में धनबाद से पीटीआई के टेक्नीशियन हमारे घनिष्ठ मित्र विश्वजीत भी गये।


वे लौटे तो अमेरिका और यूरोप के विकसित विश्व की चकाचौंध से चुंधियाये हुए थे।हमारे साथ तब भी कवि मदन कश्यप थे। गगन घटा गहरानी के मनमोहन पाठक,कतार के बीबी शर्मा और शालपत्र के वीरभारत तलवार भी उन दिनों रांची धनबाद के बीच डोलते रहते थे।


बंगाल में ज्योति बसु और अशोक मित्र की युगलबंदी से भूमि सुधार अभियान शुरु ही हुआ था और झारखंड आंदोलन में एकेराय,विनोद बिहारी महतो और शिबू सोरेन की त्रिमूर्ति थी।


हम लोग उस चमकती विकास कामसूत्र की  दुनिया से चौंक जरुर ,लेकिन चुंधियाये नहीं। तब सोवियत संघ सही सलामत था और चीन भी मुक्त बाजार में तब्दील न था।मध्य एशिया में तेल युद्ध शुरु होने में काफी वक्त था और ईरान में शाह का पतन हो चुका था।हम बल्कि अफगानिस्तान में सोवियत हस्तक्षेप के खिलाफ लामबंद थे।


मुझे याद है कि उसी वक्त आपसी चर्चा में मदन कश्यप सबसे पहली बार बोले थे, हम समाजवादी साम्राज्यवाद पर ध्यान केंद्रित किये हुए हैं लेकिन अमेरिकी साम्राज्यवाद के बारे में हम चर्चा करते ही नहीं है।यह गलत ही नहीं,बेवकूफी है।मदन कश्यप की खूबी यही है कि वे सही बात कहने से चूकते नहीं और इस मायने में किसी का लिहाज करते नहीं।मदनजी की वह बात मैं लेकिन भूला नहीं।


धनबाद और बिहार के बुजुर्ग पत्रकार सतीश चंद्र और संपादक ब्रह्मदेव सिंह  शर्मा स्वभाव से गांधी वादी थे।वे अमेरिका गये नहीं थे।महाप्रबंधक रावल जी के सात लेकिन सतीश जी का बेटा और हमारे सहकर्मी मुकल अमेरिका गये थे।चीनी बाबू के साथ उनकी पत्नी मैडम सोना केश्कर और साला रघु भी थे।चीनी बाबू सहायक संपादक थे।


शाम को लिट्टी चोखा और सुबह जलेबी सिंघाड़ा के नाश्ते के साथ इन तमाम लोगों ने विकसित विश्व के मुकाबले हम कितने पिछड़े हैं, और लाइसेंस परमिट राज के बदले मुक्त बाजार कितना जरुरी है,समझाने में कोई कसर बाकी नहीं रखी थी।


रंगीन टीवी पर सैकड़ों चैनल और अबाध ब्लू फिल्में।


नाइट क्लबों की रंगीन रातें।


फ्री सेक्स।


उच्च तकनीक।


मेट्रो,हवाई उड़ानें और बुलेट ट्रेन।


शापिंग माल और आदिगंत हाईवे।


आटोमेशन और संचार साधनों के बीच मुक्त बाजार का जलजला।


कार्निवाल संस्कृति।


निरंकुश उपभोग और विनियंत्रित बाजार।


लोग दुःखी थे कि शापिंग के लिए उनके पास इफरात डालर नहीं थे।वह जमाना फेरा का भी था।


मदन जी और हम कहते थे कि अच्छा है कि हम अमेरिका और यूरोप में नहीं है।


इस पर चीनी बाबू,जिनका परिवार का एक हिस्सा अमेरिका में बसा हुआ था, वियतनाम युद्ध के बाद तकनीकी विकास से अमेरिकी बच्चों के फ्री सेक्स में निष्णात हो जाने और पूरी की पूरी पीढ़ियों की हिंसक आवारा होने की बात शुरु करके बहस में संतुलन बनाते थे।


इसी बीच एक बड़ा हादसा हो गया।


इस अमरिकी दल के एक जश्न में बिना तैराकी जाने पीटीआई के विश्वजीत दूसरों के साथ स्विमिंग पूल में उतर गया और किसी को मालूम नहीं पड़ा कि कब वह डूब गया।


इस रहस्यमय मृत्यु के बाद तमाम तरह के विवाद हुए और अमेरिका को सांप सूंघ गया।हम फिर अमेरिका मुक्त हो गये।


तब हम पहाड़ से उतरकर मैदान में ही नहीं गये थे।बल्कि सीधे सत्तर के दशक से तकनीक युग में दाखिल हो गये थे।


लेकिन तब भी खान दुर्घटनाओं, पुलिस फायरिंग,मुठभेड़,जुलूस, आंदोलन,जनता की तकलीफों पर हम लोग लीड खबर बना रहे थे।


हम कोयला खानों को छान रहे थे।भूमिगत आग की तपिश महसूस कर रहे थे और खूनी माफिया वार के मुखातिब हो रहे थे बार बार।


तब झारखंड नहीं बना था और हम आदिवासियों के साथ साथ कदम से कदम मिलाकर चल रहे थे।महाश्वेता दी आदिवासी इलाकों में खूब सक्रिय थीं और हम उनका लिखा लेकर आदिवासियों के बीच जा रहे थे।


तब टेलीप्रिंटर से बमुश्किल सौ डेड़ सौ खबरें आती थी।आज की तरह पल प्रतिपल नेट माध्यमे प्रायोजित अपडेट नहीं था उस जमाने में।मनोरंजन का दायरा सीमाबद्ध था और अखबारों में साहित्य भी खूब छपता था।हमने तब तक पेज थ्री देखा ही नहीं था।


ज्यादातर काम फील्ड वर्क का हुआ करता था और रिपोर्टर जाहिर है कि कापी पेस्ट करते नहीं थे।संपादकीय भी खुल्ला लिखा जाता था।


तब भी टाइम्स में रघुवीर सहाय बने हुए थे जो हम तमाम लोगों से गाहे बगाहे लिखवाते रहते थे।


कोल इंडिया के विज्ञापन से अखबार पट जाता था और कभी कभार हमें कुल जमा एक कालम में लीड से लेकर खेल वाणिज्य तक खपाना होता था।


फिर भी हम बात कह जाते थे।


तब आफसेट क्रांति हुई नहीं थी और प्रूफ रीडर बार बार हस्तक्षेप करते थे कि क्या लिख दिया है,समझ में नहीं आ रहा है।अखबार श्वेत श्याम और फिल्में ईस्टमैन कालर थीं।


हम जो दुनिया पहाड़ में छोड़कर आये,वहां डीएसबीकालेज,नैनीताल समाचार और युगमंच की धूम थी।हम नैनीताल में बिना तकनीक रंगीन नैनीताल समाचार छप रहे थे।गिरदा हमारे रिंग लीडर थे।


धनबाद रांची होकर आपरेशन ब्लू स्टार के मध्य जब हम मेरठ पहुंचे अचानक 31 अक्तूबर,1984 को इंदिराजी को उनके ही अंग रक्षकों ने उनके निवास पर गोली से उड़ा दिया।तब तक इंदिराजी 77 की हार के बाद समूचे सूचनातंत्र को अपने हाथों में लेने की रणनीति बनाकर 1980 की वापसी के बाद देश बर में टीवी नेटवर्क बना दिया था और उसी नेटव्रक पर लगातार तीन दिनों तक गोलियों से छलनी इंदिरा गांधी के शव को दिखाया जाता रहा।


सिख नरसंहार का आंखों देखा हाल भी हिंदुत्व हित में अखबारों और सरकारी टीवी पर दिखाया जाता रहा।उसी रक्तपात मध्ये राजीव गांधी का राज्याबिषेक हो गया और संघ परिवार बिना शर्त उनके साथ नत्थी हो गया।


भाजपा को संघ परिवार ने तब भी हाशिये पर धकेला था और 1984 के चुनावों में राजीव गांधी के कंधे पर बंदूक रखकर हिंदुत्व का ध्रूवीकरण एक मुश्त हो चुका था।


हिंदू हितों की रक्षा का राष्ट्रवाद तबसे अबतक बेलगाम जारी है जो कि शुरु से मुक्त बाजार का राष्ट्रवाद है।


राजीव गांधी ने टीवी को रंगीन बना दिया।


भारी बहुमत के बाद राजीव गांधी सीधे सुपरकंप्यूटर की भाषा बोलने लगे।वे सीधे पायलट से राष्ट्रनेता बने तो देश की उड़ान भी शुरु हो गयी। मैंने इसी कथ्य पर नब्वे के दशक में एक लंबी कहानी लिखी थी,उड़ान से ठीक पहले का क्षण।जो मेरे पहले कथा संग्रह अंडेसेते लोग में शामिल है।यह कथासंग्रह भी ज्यादातर मेरठ दंगों की पृष्ठभूमि में राममंदिर आंदोलन के प्रेक्षापट पर हिंदुत्वकरण और मुक्त बाजार की थीम पर है।


हिंदू हितों की रक्षा के लिए ही रिण नेहरु मार्फत राम मंदिर का बंद दरवाजा खोल दिया गया और सैम पित्रोदा तब तक कमान संभाल चुके थे।मंटेक की विदाई तो कर दी मोदी ने लेकिन अब तक सत्ता वर्ग के सूचना मसीहा सैम पित्रोदा की ताजा हैसियत के बारे में कोई खबर नहीं है।


नंदन निलेकणि नहीं रहे लेकिन उऩकी आधार परियोजना है।इंफोसिस का जलवा जारी है।


इंदिरा जी ने देशी  कपड़ा उद्योग का सत्यानाश के माध्यम से रिलायस साम्राज्य की नींव डाली तो राजीव गांधी ने उच्चतकनीक,आटोमेशन और सूचना क्रांति को विकास का थीम सांग बनाकर प्रस्तित कर दिया।


बोफोर्स दलाली के बाद भ्रष्टाचार के मुद्दे पर जो वीपी सिंह की सरकार आयी,उसके करिश्मे से मंडल बनाम कमंडल हो गया।1984 से 1090 तक का यह नजारा और चंद्रशेखर के भुगतान संतुलन के नजारे के मध्य प्रथम खाड़ी युद्ध भी हमने निरंतर युद्धक्षेत्र में तब्दील होते हुए उत्तरप्रदेश में ही देखा।मुखातिब भी हुए चंद्रशेखर और वीपी के ,दोनों के।


कोलकाता जब पहुंचे तो सोवियत संघ का पतन हो गया था और पूंजी के पीचे भागने लगे अपने प्रियतमाम कामरेड भी।हम 1984 से आफसेट आटोमेशन जमाने में दाखिल हो गये थे।कोलकाता आते ही वीआरएस शुरु हो गया और अटल शौरी जमाने से विनिवेश बेसरकारीकरण की धूम लग गयी।


जब हमें कंप्यूटर पर ही खबरें कंपोज करने,और एडिट करने के लिए कहा गया,पेज कंप्यू पर बनाने का फतवा जारी किया गया,प्रबंधन से हमारी तगड़ी टक्कर हो गयी और तबसे हम मीडिया में हाशिये पर हैं।


मुक्त बाजार का यह कार्निवाल अचानक नहीं है।यूरोप अमेरिका जाने वाला तबका और वहां बसने वाले भारतीयप्रवासी अस्सी के दशक से इसके लिए आकुल व्याकुल हो रहे थे।

इंदिरा जमाने से ही हिंदुत्व और मुक्त बाजार का संबंध चोली दामन का है और हम उस जमाने को अब भी समाजवादी कहते अघाते नहीं है।


हम पूरे पांच दशक तक सोते रहे,नींद में तमाम क्रियाएं करते रहे।भारतीय मनुष्यों की इस अप्राकृतिक करतब से तमाम सरीसृप प्रजातियों को लाज आयेगी।


हम लेकिन इस विकास कामसूत्र में मोक्ष खोज रहे हैं।शर्मिदंगी का सवाल ही नहीं उठता।

राष्ट्रभक्त अब वही है जो देश बेचने में सबसे आगे हो।राष्ट्रद्रोह वह है जो जनता के हक में बुलंद आवाज है।


जाहिर है कि सिर्फ सौंदर्यशास्त्र नहीं बदला है और न सिर्फ इतिहास और विधाओं की घोषमा हुई है,अब राष्ट्र का भी अंत निकटभविष्य है।चूंकि हम परिभाषाओं,आंकडो़ं,तथ्यों और अवधारणाओं,मूल्यों,विचारधारा और प्रतिबद्धता को रिफार्मेट कर चुके हैं,इसलि देश मरे या जनता ,शायद किसी को फर्क नहीं पड़नेवाला है और सत्तर दशक की यह शोकगाथा शायद किसी को रुलाने के लिए काफी है।

Jaitley's Grand Gamble







The finance minister's fiscal deficit target of 3% by 2017 is an audacious bet on high growth in the years ahead

One of the criticisms of finance minister Arun Jaitley's first budget is that it is big on details and short on vision, or a grand plan of any sort. But even if Jait ley explicitly failed to spell out such a vision for the economy in his long speech, there was one for fixing gov ernment finances that was implicit in the voluminous range of documents that the government submitted to par liament on Thursday.

It's a vision that has a major, and quite specific, gamble at the heart of it.

It is that the Indian economy will re turn to a growth path reminiscent of the pre-2009 boom years by 2016-17. It is this strong economic growth, which will enable the jump in tax revenues needed to lower deficits, and bring the budget into, or at least close to, balance.

Where did the Money Come From?

Much has been made of the fact that the finance minister has stuck to the 4.1% fiscal deficit target specified by his predecessor P Chidambaram in the interim budget earlier this year. Backing this though is some maths that can only be described as optimistic, especially when the fiscal deficit has already crossed half its annual budgeted target.

Jaitley has projected a jump in tax revenues of close to 18% for the year. In addition he hopes for a bunch of other non-tax items to further plug the deficit -revenues from disinvestment for instance, which are projected to rise from `25,000 crore in 2013-14 to `63,000 crore in 201415. Another big boost is expected from telecom spectrum auctions (`45,000 crore), and from dividends and profits transferred to the government from public sector undertakings (PSUs) and other bodies (`90,000 crore).

Last year, Chidambaram got the PSUs to stump up cash in the form of higher dividends. This time round, it's the turn of the Reserve Bank of India (RBI) to pay more in terms of transferring more of the `surplus' it earns on its operations (effectively a profit) to the central government coffers (around `46,000 crore). According to the government's fiscal policy strategy statement: "The increase in non-tax revenue in 2013-14 has been one of the steepest in recent years and it has now grown in volumes to be equivalent to...the indirect tax receipts." And this trend will continue into 2014-15 as well. This year the government hopes to use funds kept in specific accounts such as the National Clean Energy Fund and the Central Road Fund among others, to fund spending in specific areas. "With tax rev enues under pressure due to a slowdown in economic growth, the rise in non-tax revenues has played a key role in the fiscal

rectitude in recent years," says the statement.

The problem with such revenues is that they tend to be a one-off. Jaitley may well be able to meet his disinvestment target this year, but can he hope to rely on disinvestment revenues to rise further the next year and the year after that? The same is true of RBI surpluses and dividends. The government may be able to earn a substantial amount of revenue from spectrum auctions this year, but can it do so year after year? And the government agrees. "...the growth in this component [non-tax revenues]...is limited and it is expected that in the next two years it will register modest growth. The fiscal consolidation efforts of the government in this phase will have to be financed through tax revenues."

Hope as a Strategy Currently, tax revenues as a percentage of GDP are around 10%. By fiscal year 2017, the government hopes that ratio rises to 11.2% of GDP. This may not seem a big jump but what's required to make it happen?

As the chart (see Ratio of Taxes to GDP) shows, the last time the ratio of tax revenues to GDP had crossed 11% was in the years before the 2008 credit crisis. This was in 2007 and 2008, when the growth rates were still roaring along above 8%.

It's no accident that the lowest fiscal deficits since the introduction of the fiscal responsibility legislation in 2002 were during the years between 2005 and 2009. These were also the high growth years of the Indian economy and it was this strong growth, and the resulting revenues, which enabled the government to meet fiscal targets.

As the global credit crisis hit, the government rolled out a range of stimulus measures of which one of the main planks was tax breaks to industry to induce them to spend and invest. As a result of these breaks, tax revenues as a share of GDP dropped sharply from over 11% to around 9.7% in 2009-10. Over the next few years, as the economy got back on its feet, the government managed to roll back at least some of the stimulus measures to boost tax revenues. But in 2011-12, for instance, tax reve nues took another hit from cuts in taxes on petroleum products, which were undertaken to offset hikes in domestic prices of petroleum products.

For 2013-14, the government hoped to raise the taxGDP ratio to 10.9%. It fell short of this mark by almost a full percentage point because of, as the fiscal policy statement pointed out, "global uncertainties and exchange rate volatility" which led to a growth rate that was "lower than expectations".

Further, each percentage point increase in GDP growth now leads to a less than one percentage point increase in tax revenues (what economists call `tax buoyancy'), which was not the case in the pre-crisis years. Despite this, however, Jaitley has projected tax revenue growth well above GDP growth for 2014-15. "To me, the biggest downside risk is this assumption of high tax buoyancy by the government," says NR Bhanumurthy, professor at the National Institute of Public Finance and Policy. "It is not clear what tax policy measures have been taken to warrant such an assumption, especially when three months of the fiscal year are already over and the government has given incentives to taxpayers which were not there earlier." And despite a 6% growth in Customs duty revenues last year, and 11% growth in the year before, the government has budgeted a 15% jump in Customs duties for 2014-15 as well.

UPA as a Role Model?

Ultimately, and perhaps ironically, Jaitley must be hoping to be in the same position that the UPA I government was, in 2004, after it won its election against the BJP-led NDA. At that time, the economy had just begun to emerge from the sharp industrial slowdown induced by the dotcom bust. In a sense, the UPA hit the sweet spot -the economy was just beginning to take off.

Sharply rising tax revenues not only helped plug the deficit, but left more than enough to fund the UPA's ambitious social programmes like the NREGA. The stock market rose to dizzying heights. Jaitley must be hoping that he gets as lucky.

Technological revolution

Technological revolution is (in general meaning) a relatively short period in historywhen one technology (or better a set of technologies) is replaced by another technology (or by the set of technologies). As Nick Bostrom wrote: "We might define a technological revolution as a dramatic change brought about relatively quickly by the introduction of some new technology." [1] It is an era of an accelerated technological progresscharacterized not only by new innovations but also their application[disambiguation needed]and diffusion.

A difference between technological revolution and technological change[2] is not clearly defined. The technological change we could see as an introduction of an individual (single) new technology, while the technological revolution as a period in which morenew technologies are adopted at the almost same time. These new technologies or technological changes are usually interconnected - as 3rd Kranzberg's law of technologysays: "Technology comes in packages, big and small."[3]

A new technological revolution should increase a productivity of work, efficiency, etc. It may involve not only material changes but also changes in management, learning, social interactions, financing, methods of research etc. It is not limited strictly to technical aspects. Technological revolution so rewrites the material conditions of human existence and also reshape culture, society and even human nature. It can play a role of a trigger of a chain of various and unpredictable changes.[4]

"What distinguishes a technological revolution from a random collection of technology systems and justifies conceptualizing it as a revolution are two basic features:

1. The strong interconnectedness and interdependence of the participating systems in their technologies and markets.

2. The capacity to transform profoundly the rest of the economy (and eventually society)."[5]

The consequences of a technological revolution are not exclusively positive - for example, it can have negative environmental impact and cause a temporal unemployment (so called technological unemployment).

The concept of technological revolution is based on the idea (not unquestioned) that technological progress is not linear but undulatory. Technological revolution can be:

The concept of universal technological revolutions is a key factor in the Neo-Schumpeterian theory of long economic waves/cycles[6] (Carlota Perez, Tessaleno Devezas, Daniel Šmihula and others).

The most known example of technological revolution was the Industrial revolution in 19th century, the Scientific-technical revolution about 1950 - 1960, the Neolithic revolution, the Digital revolution etc. The notion of "technological revolution" is frequently overused. Therefore it is not easy to define which technological revolutions having occurred during world history were really crucial and influenced not only one segment of human activity but had a universal impact. One universal technological revolution should be composed from several sectoral technological revolutions (in science, industry, transport etc.).

We can identify several universal technological revolutions which occurred during the modern era in Western culture: [7]

  • 1. (1600–1740) Financial-agricultural revolution

  • 2. (1780–1840) Industrial revolution

  • 3. (1880–1920) Technical revolution (or Second Industrial Revolution)

  • 4. (1940–1970) Scientific-technical revolution

  • 5. (1985–2000) Information and telecommunications revolution

Attempts to find comparable periods of well defined technological revolutions in the pre-modern era are highly speculative.[8]Probably one of the most systematic attempts to suggest a timeline of technological revolutions in pre-modern Europe was done by Daniel Šmihula:[9]

  • A. (1900-1100 BC) Indo-European technological revolution

  • B. (700- 200 BC) Celtic and Greek technological revolution

  • C. (300- 700 AD) Germano-Slavic technological revolution

  • D. (930-1200 AD) Medieval technological revolution

  • E. (1340-1470 AD) Renaissance technological revolution


The potential future technological revolution[edit]

After 2000 there became popular the idea that a sequence of technological revolutions is not over and in the forthcoming future we will witness the dawn of a new universal technological revolution. The main innovations should develop in the fields of nanotechnologies, alternative fuel and energy systems, biotechnologies, genetic engineering, new materials technologies etc.[10]

Relation to "Technological revolution" and "technical revolution"[edit]

Sometimes the notion of "Technological revolution" is used for the Second Industrial Revolution in the period about 1900. But in this case the designation "Technical revolution" would be more proper. When the notion of technical revolutionis used in more general meaning it is almost identical with technological revolution but technological revolution requires material changes in used tools, machines, energy sources, production processes. Technical revolution can be restricted to changes in management, organisation and so called non-material technologies (e.g. a progress in mathematics oraccounting).
