Two political leaders from a communist party in India's eastern state of West Bengal were killed Wednesday, allegedly by activists from the ruling party, a news report said. The politicians, who belonged to the state's opposition Communist Party of India-Marxist (CPI-M), were beaten and stabbed by a crowd in the Burdwan district, area police chief SH Mirza told the IANS news agency. Four people had been arrested in connection with the killings, Mirza said.

The chief minister says that the Prime Minister has agreed that a new counter-terror agency will not swing into operation on without Consulting the States!Prime Minister Manmohan Singh today asked Home Minister P Chidambaram to take the concerns of state governments on board on the issue of National Counter Terrorism Centre (NCTC) after West Bengal Chief Minister Mamata Banerjee urged him to keep the move in abeyance.Singh's assurance that he has requested Chidambaram to find ways to address the states' concerns was given to Banerjee when she met him at his residence, the PMO said in a release.


Banerjee, who has joined several other non-Congress Chief Ministers in opposing the brain child of the Home Minister, suggested to the Prime Minister that the implementation of the proposal be stopped till a consensus is arrived at.


"I told the Prime Minister that until and unless consultation with state governments are over or a consensus is arrived at on the issue, please do not to implement the executive order on NCTC. The notification should not be implemented till then," Banerjee told reporters after meeting Singh.

West Bengal chief ministerMamata Banerjee Wednesday met Prime Minister Manmohan Singh and demanded thatthe move to set up the National Counter Terrorism Centre should not be implemented till there is consensus on the issue between the central government and states.
Banerjee, who met Manmohan Singh here, later told media persons that she had been assured that the proposed NCTC will not become operational till consultations with the states were completed.
"Assured me," Banerjeee said when asked if she had got a word from the prime minister that the proposed anti-terror intelligence hub will become functional after consultations with the states were completed.
She said she had told the prime minister that NCTC, in its present form, will disturb the federal structure.
"In the name of NCTC, they can arrest anybody, interrogate any business... requisition police from any station. It is contradictory to the federal structure," Banerjee said.
She said the prime minister told him that he had instructed Home Minister P. Chidambaram to consult the states.
Banerjee also raised the issues of Teesta water treaty with Bangladesh and tripartite agreement of Gorkhaland Territorial Administration ( GTA) with the prime minister.
Apart from Banerjee, the NCTC proposal is being opposed by chief ministers of Odisha, Tripura,Tamil Nadu, Bihar, Madhya Pradesh, Gujarat, Karnataka, Himachal Pradesh, Karnataka,Chhattisgarh and Jharkhand.


Congress, an ally of the TrinamoolCongress, on Wednesday condemned the killing of two CPI(M) leaders in Burdwan town in West Bengal, but blamed 'miscreants' for the incident.

"An unfortunate incident has taken place in Burdwan where a CPI(M) procession was attacked by some miscreants leading to the death of two, including a CPI(M) MLA. We condemn the attack," WBPCCpresident Pradip Bhattacharjee said in Kolkata.

The CPI(M) has squarely blamed the Trinamool Congress for the death ofPradip Tah and Kamal Gayen at Dewandighi in Burdwan town. TheTrinamool Congress has denied it.

"Political killings in Bengal must stop. But unfortunately it is going on," he said.

"The guilty must be brought to justice without seeing the political colour of the culprits," he said.

Holding Chief Minister Mamata Banerjee responsible for the killing of two party leaders in West Bengal's Burdwan town today, the CPI(M) demanded a statement from her on the incident.


"The chief minister has the biggest responsibility as the supreme leader of her party (Trinamool Congress), the home minister and the head of the state," Leader of Opposition andand CPI(M) leader Suryakanta Mishra told reporters in Kolkata.


"She has to make a statement," Mishra said, accusing the administration of playing a partisan role.


"The administration is hand in-glove with the ruling party and its goons who have unleashed a reign of terror in the state. The entire state is burning, the ruling party is taking the state towards anarchy," he alleged.


CPI(M) leaders Pradip Tah and Kamal Gayen were killed in an attack during a procession in Burdwan town.


Claiming that with these deaths, so far 58 CPI(M) workers and leaders have been killed since the Assembly elections last year, he said, "These incidents show in which direction the state is moving."


CPI(M) has called a 12-hour bandh in Burdwan district tomorrow and rallies would be held in other parts of the state to protest the attack, he said, before leaving for Dewandighi in Burdwan town, where the incident occurred this morning.


Holding an impromptu press conference outside the Assembly gate since such press meets have been banned inside the premises by the Speaker when the House was not in session, Mishra said, "No one can prevent us from making the (industrial) strike successful on February 28."


However,the Trinamool Congress today denied involvement in the killing of two senior CPI(M) leaders inBurdwan town, claiming the two were victims of "mob fury".

Party leader and Law Minister Moloy Ghatak said "Trinamool Congress was not involved in the incident. The two CPI(M) leaders Pradip Tah and Kamal Gayen were victims of mob fury after armed processionists went on the rampage in the area."

Ghatak claimed that Tah, a former CPI(M) MLA, was leading an "armed procession" which was taken out without permission in Dewanadighi area of the town in support of the February 28 industrial strike call when the processionists removed a Trinamool Congress flag.

"When Trinamool Congress worker Bidyut protested, he was severely beaten up by the processionists who also went on the rampage in the nearby areas.

"A small police team arrived to pacify the people and there was a scuffle over the removal of the Trinamool flag," he said.

"Enraged at this, residents of the area resisted in which Pradip Tah and Kamal Gayen were injured and later died. Many people also received injuries in the attack by CPI(M) procesionists," the minister said.

"We have seen incidents like this at Nandigram and Singur and I think that CPI(M) workers became encouraged by the turnout at their Brigade Parade ground rally last Sunday," Ghatak said.

Asked about the FIRs filed in connection with the incident, he said, "We have seen that selectively Trinamool Congress workers were named in the FIR. The police will inquire about the real accused."

The minister, however, conceded that each death was shocking and the incident alarming.

The minister said he would leave for Burdwan and stay there tomorrow.


CPIM workers under the leadership of Taa, were holding a rally at Dewandighi near Burdwan town to mobilise public support in favour of the February 28 Bharat Bandh which has been called by the Left trade unions.

The rally was attacked by some armed persons, stated to be Trinamool Congress supporters. Taa and another CPIM leader and Burdwan district committee member Kamal Gayen were beaten to death by the attackers. Taa won the Burdwan (North) assembly seat in 2006 assembly elections in West Bengal.

Burdwan was a red bastion before 2011 when the CPIM lost most of the seats in the district in last year's assembly polls. A 12-hour bandh has been called in Burdwan on Wednesday in protest against the killings. The police has rounded up three persons in connection with the killings.

The ruling Trinamool Congress has announced that they will actively oppose the February 28 Bharat Bandh in West Bengal. Senior Trinamool Congress leader and West Bengal industry minister Partha Chatterjee had announced on last Tuesday that Trinamool activists will be holding rallies across the state in protest against the bandh.

West Bengal chief secretary Samar Ghosh had issued a circular asking the state government employees not to take leave on the bandh day.

The opposition leader and CPIM MLA, Surjya Kanta Mishra said on Wednesday that "Wednesday's killings of their party leaders is a result of provocative speech given by the industry minister on last Tuesday. Trinamool Congress is trying to thwart the bandh by applying muscle power."

Interestingly, West Bengal Pradesh Congress Committee (WBPCC) president Pradip Bhattacharjee also condemned the killings and urged the ruling Trinamool Congress to stop the politics of violence. BJP state president Rahul Sinha will meet the West Bengal governor M.K.Narayanan on Thursday to urge him to ask the government to maintain law and order in the state.

Wednesday's incident is the first major case after last year's assembly elections when a former CPIM MLA was killed in a crowded place. Senior CPIM leaders have rushed to Burdwan to take stock of the situation.
