AHMEDABAD: A team of city police's SC/ST cell went to Gujarat University (GU) vice-chancellor Dr Parimal Trivedi's official residence at the university's campus on Sunday late evening to arrest him in connection with an atrocity case registered against him four years ago.

However, police did not find the VC at his residence.

 

According to the officials, a team led by assistant commissioner of police K R Bhuva went to Trivedi's residence to arrest him.

 

"However, Dr Trivedi was not home and we could not track him down either. His mobile phone is switched off at the moment," Bhuva told TOI. When questioned whether the visit was for questioning or inquiry, Bhuva said the investigation phase is over.

 

Trivedi was accused in an atrocity case for allegedly making castiest remarks against a GU faculty Pankaj Shrimali in 2008. After several police officials changed hands for the probe, the metro court had asked the city police about progress in the case in January.

 

The court showed displeasure at the sluggish pace in which the investigation was being conducted by the city police.

 

"Last month during a hearing, the court had asked the investigating officers to submit a report of steps taken in the case by the next hearing. As the hearing is scheduled after two days, the city police are desperate to show some action taken. Thus, it is no surprise that the process of making an arrest is taking place in the nick of time," said a legal expert.

Fill up teachers backlog: UGC asks varsities

Jaipur: The University Grants Commission (UGC) has asked all varsities, including the ones in Rajasthan, to to fill up the backlog of reserved category candidates belonging to SC, ST & OBC by March 31, 2012.

 

This comes after a similar directive from the human resource development (HRD) ministry.


The UGC has instructed the universities to submit a compliance report to it within 15 days. The directive will expedite the process of filling up the backlog vacancies identified till the year 2008.

The Rajasthan government has also reiterated the need to fill up the backlog posts in the various universities in the state in the wake of this order.

 

"This is a previous order given by the HRD ministry and we are committed to clearing the backlog of reserved category candidates by due date. Efforts will be made to fill the vacancies," said minister of state for higher education, Dayaram Parmar, while speaking to DNA.

 

Sources have revealed that though the letter from the HRD ministry is being issued to clear the backlog, many other sectors also have backlog for the reserved categories. The SC/ST commission has informed that it will soon start a drive in the state so that various positions can be filled, including in the universities.

 

"We will ask the principal secretaries of all departments to inform us about the backlog of reserved category posts and will start a drive to get them filled," said Goparam Meghwal, chairman of ST, SC and OBC commission, Rajasthan.

 

The University of Rajasthan (RU) has a heavy backlog and there are about 197 teaching posts and several non-teaching posts vacant for ST, SC and OBC candidates.

BHUBANESWAR: The Orissa State Scheduled Caste-Scheduled Tribe Youth and Student Council on Sunday alleged that assistant engineers, belonging to the scheduled categories, are denied promotion. Council president Haladhara Sethy said gradation list of SC and ST assistant engineers, who joined Government service through regular process of selection since 2003, is yet to be prepared. While attempts are being made to promote general category assistant engineers, who joined on contractual basis and later their services were regularised, those belonging to SC and ST category are being neglected in the matter of promotion.

 

Sethy claimed the irregularities are noticed in the Water Resources Department. The Department is yet to prepare the gradation list of the SC and ST category assistant engineers who were recruited in 2003, 2004, 2005 and 2007 through the Orissa Public Service Commission (OPSC). Steps are being taken to give promotion to 81 assistant engineers from the general category by ignoring the legitimate claims of the engineers from SC and ST category, he said. Saying that the departmental promotion committee (DPC) is going to meet shortly to consider the promotion of the 81 assistant engineers of the general category, Sethy said Vigilance clearance and confidential character rolls (CCRs) of the candidates have been obtained.

 

The Council has already drawn the attention of the National Commission for SC and ST and if necessary, it would approach the court of law to seek justice for the scheduled category engineers, he cautioned.

Chitra P Reddy and Girija Kumari P, both born October 9, 1993, were not eligible to attend the coaching classes meant for SC/ST students that are conducted for the Indian Administrative Services (IAS) and the Karnataka Administrative Services (KAS) aspirants.

For one, they did not belong to the Scheduled Castes and Scheduled Tribes (SC/ST) category; second, both were under-age.

 

Yet, both figured in the 2009-10 list of candidates of the BBMP, the agency responsible for overseeing the execution of this programme.

 

The BBMP had assigned Vijayanagar-based Universal Coaching Centre to conduct classes for SC/ST students appearing for IAS, KAS and CET exams for the years 2007-08, 2008-09, 2009-10. For 2009-10, it conducted classes for 46 students (IAS) and 81 students (KAS). However, neither the BBMP nor the coaching centre has any data on the number of students who have cleared the exams.

"Sorry, records of successful candidates are not available due to some internal issues," said a public relations officer of the centre. The ruse: some employees who quit the Universal Coaching Centre and Margadarshi Coaching Centre "took away those records.''

 

Documents available with DNA show more bizarre discrepancies. For example, four students have the same date of birth and the same address. As per the list, Vinay C, Nithin S, Prithvi S and Soumya RS are the children of M Ganesh from Bhuvaneswari Nagar, Magadi Road.

 

So the question is: how could they have the same father but different initials? When contacted, BBMP officials had no satisfactory answer.

 

However, Upendra Shetty, director, Universal Coaching Centre, pleaded that he was not the one responsible for the anomalies.

 

"The list of candidates was prepared and submitted by the BBMP. Our job is to conduct coaching classes and not go into the details,'' he said.

 

Shetty, who also owns Margadarshi Coaching Centre in Krishnarajapuram, told DNA that he had bought it. "Nagaraju, the director of Margadarshi, used to compete with me while bidding for the contract for conducting coaching classes. So, I bought it to wipe out the competition," explained Shetty.

 

The BBMP had spent Rs15.25 lakh in 2007-08, Rs23,26,750 in 2008-09 and Rs1.12 crore in 2009-10 for the coaching. The Universal Coaching Centre had collected Rs18,000 for IAS, Rs17,000 for KAS and Rs14,900 for CET per student. "The problem with the BBMP officials is that they are not following a proper system in selecting the candidates. The funds meant for the welfare of SC/ST students are not being utilised properly,'' said Palanivelu, a Dalit activist.

The BBMP, for reasons unexplained so far, did not make arrangements for conducting coaching classes for SC/ST students for 2010-11 and 2011-12. The delay in constituting the standing committee for social justice was put forward as one of the reasons for not floating tenders to invite bidders for conducting classes.

 

"I was the chairman of the committee for close to six months and had prepared the list of candidates. But it was the then commissioner Siddaiah who kept the file pending,citing administrative problems," said Sukumar.

 

Ramachandra Murthy, joint commissioner, BBMP, added that the municipal body had decided to stop the coaching classes.

 

The escape route has been found: just stop the scheme. It's easier to do so than finding and punishing the culprits who misappropriated Rs2 crore of tax-payers' money.

BHUBANESWAR: Rising concern over lack of proper healthcare services for the students and boarders of the residential schools under the ST and SC Department has prompted the Government to deploy auxiliary nursing midwives (ANMs) in such institutions.

 

The Government is all set to recruit as many as 336 ANMs and depute them to the ST and SC Development Department hostels to look after the healthcare, sanitation and hygiene requirements of the inmates there. The Director of Family Welfare has been instructed to carry out the recruitment through CDMOs in consultation with the Collectors of the districts concerned, project administrators of the Integrated Tribal Development Agency (ITDAs) and district welfare officers.

 

About 269 ANMs would be engaged for 993 schools in the tribal sub-plan (TSP) areas while 67 would be appointed for 604 schools in non-TSP areas.

 

The objective is to ensure healthcare providers exclusively for the inmates of the residential schools for ST and SC children. Since most of the schools are located in remote areas, access to regular healthcare and in times of need has emerged as a big problem.

 

As per statistics on health problems in schools, the bulk of the diseases are waterborne or pertaining to fever, which are not serious initially but could take a turn for the worse if not attended in time. In many cases timely assistance is delayed due to the remote locations of the schools and hostels.

 

The ANMs, thus, would be exclusively engaged in monitoring health of the boarders, to detect early diseases and symptoms and arrange for treatment. They would also be responsible for improving sanitation and hygiene in the facilities and prevent outbreak of diseases. They would also create an awareness on health and hygiene among the ST and SC students.

One ANM would be engaged for three to five closely located schools, taking one block as a unit in a district. They would be stationed in an Ashram school in such a way that at least three to five schools can be covered by them.

 

Besides, medical officers would be attached to the schools to ensure regular checkups of the inmates and monitor the performance of the ANMs.
