Respected Sir, 
Punjab can be developed as a Model State – it has all the infrastructures like Rail & Roads, Irrigation, Water, Power, Mechanized Agriculture, Skilled Population almost 50% of population has some foreign resident relative – all Punjab need is New Vision to align its resources. Punjab can have most efficient Rail Network in 1-2 years as an example to cost say Rs.5000 crores for 1500 kilometer when Delhi Metro phase IV shall cost Rs.40,000 crores for 150 kilometer network. Rest of India may learn from Punjab experiences. 
 
Punjab shall have over Rs.20,00,000 crore Five Years Cumulative SGDP – this has been factored in offering the following Realistic Vision 2017. 
 
GOI may make Special Program for Punjab in Union & Railway Budgets. 
 
DETAILS
 
Punjab Political Parties have not come up with positive and Target Oriented programs to harness Skills and Resources of Punjab in its people, NRIs and to attract Central Programs, Corporate and FDI, PPP Vision 2017 is proposed. 
 
The Main Goals of PPP Supplementary Manifesto for Five Years are – 
1.     To Double Farmers Real Income, Regain No.1 rank in India. 
2.     To ensure Water in Punjab is Clean, Canal Water Flows in each Block and Ground Water is recharged and water table is within 10-20 meters. 
3.     100% Electrified Railway Network operating EMUs & Fast Trains connecting Chandigarh and all District Headquarters.  
4.     Improve Quality of Education to No.1 Rank in India. 
5.     Promote Farmers own food processing Industries. 
6.     Promote MSMEs in cities at Focal Points and Industrial Centers Upgraded. 
7.     Promote Export Oriented High Tech Industries, R&D Centers and Clusters, NRI to bring latest technologies. Regain No.1 status in Industry. 
8.     PSEB shall provide Optical Fiber Network on transmission power lines to engage surplus staff. Energy efficiency and Uninterrupted supply. 
9.     Improve Highways to International Standards for safety and efficiency. 
10.             100 Super Specialty Hospitals promoted by Eminent Doctors. Engage 1000 Specialists. 
11.             Community Kitchens for poor and aged in every community and village cooperatives for Retail & Purchase of essential commodities of ISI quality at lowest prices. 
12.  Free to Air Punjab DTH and Cable Network. 
 
Services sector shall also double with above programs. Goals are to achieve No.1 ranks in Agriculture & Food Processing, Infrastructure and Services and Social Indicators and doubling Employment and Per Capita Income. 
 
By 2017 Punjab Shall Be Middle Income Economy. It has all the resources, raw material required - Qualified and Skilled people, Financial Resources of Self and in NRIs and Punjab is most attractive to Foreign Investors.  
 
1. Water: - 
 
1.1] BBMB is not releasing up to 5 MAF water in yearly water cycle for irrigation in the months of April, May & June for Punjab's early Paddy or third crop between Wheat and Rice rotation. With the result Punjab is deprived of - 
 
- Peak Power Generation in April, May & June months. 
- Lose over 2 MAF water directly and 5 MAF water indirectly when other states don't need canal waters. 
- BBMB release much more water during monsoon season resulting in floods and danger to Bhakra Dam itself. 
 
PUNJAB shall direct BBMB to Empty dam storage every year to ensure 1. Full Utilization of Bhakra Dam, 2. Generate Peak Power in Summer Months, and 3. Most Importantly prevent and Fully Store/Capture floods in Punjab in monsoon months. 
 
Water Filling Program to be Rescheduled to July01 to June30 every year. 
1.2] Gaggar River & Its Tributaries Tangri & Markanda, Patiali Choe Blockage  
 
Haryana has largely reclaimed Gaggar River Bed blocked flood passage for Gaggar River and its Tributaries mainly Tangri, Markanda and Patiali Choe, Sukhna Choe and Flood Waters are being diverted in to Punjab resulting in monsoon floods every year and up to 5000 sq.km area is affected already in Punjab. 
 
1.3]  5 MAF to 10 MAF Indus Water Leaked to Pakistan 
 
Since Bhakra & Pong Dam are Half Full on first day monsoon season these are FULL in the middle of monsoon season and lose flood protection capability. Peaking power is not produced by BBMB units in April, May and June when most expensive and BBMB units run at full power 24 hours coinciding with Monsoon rains.  
 
REMEDY:- 
 
Punjab shall install Pumps in the river bed of Gaggar and other rivers and drains and pump up to 2-5 MAF of water in to Bhakra Main Line and Rajasthan Main Line canal mainly during and post Flood Situation to --
 
- Minimize damage to crops in Punjab, drain out flood waters in view of Blockage of Drainage of Gaggar and its tributaries, Bhakra Flood releases in to Sutlej & Beas. 
 
- To make sure water going waste to Pakistan is utilized and diverted to Rajasthan. 
 
-  Punjab shall built 10,000 cusec canal on Dasuya – Balachaur alignment to utilize all surplus water going waste to Pakistan to recharge ground water in Doaba, release addition waters in Majha region and releasing 2000-5000 cusecs of water in to Satlej River and Doaba Drains to ensure adequate flows in Sutlej river and Doaba Drains to provide irrigation, water supply, recharge ground water and flush out sewage and pollutants. 
 
1.4]  Punjab to Contribute 50% For Pinjore Dam on Gaggar River
 
-    100m to 150m Dam be built in Gaggar gorge between Pinjore and Panchkula. 
 
Gaggar Dam shall have 10 Square kilometer to 20 Square Kilometer water spread. People displaced could be resettled in 3-5 square kilometer of land reclaimed from Flood Zone of Gaggar in and around Panchkula. With average water depth of 50 Meters it could impound between 200MCM to 1000 MCM of water, Enough to moderate floods of Gaggar in Monsoon and store water for summer use as well. 
 
1.5] Water Efficiency Project 
 
PUNJAB government shall promote Drip Irrigation and Sprinkler Irrigation. 
 
-  Efficient and Productive Tubewells shall be provided Cement Pipes free to minimize water and electricity consumption. 
 
1.6]  Sewage & Drainage and Water Supply
 
Punjab government shall engage unemployed youth in constructive work. 
 
-  Sewage, Drains and Septic Tanks shall be by the Village community. Government shall provide Design, Inspection, Raw Materials like pipes, bricks, stone, sand and cement, steel, coal tar (Roads). 
 
This strategy shall ensure 50% to 80% cost savings, ensure quality, ensure 2-3 times more and faster works execution, employment minimize paper work and procedures.  
 
2.  Doubling Farmers Income By 2017
 
Punjab shall abandon policy to supply Water Guzzling high cost but low price grains to country's PDS as GOI introducing Food Guarantee Program that shall rely on local purchases. Punjab shall provide High Value Processed Foods & Vegetable Oils, Poultry, Double Milk production and Quadruple Milk Products supply to north India. Switch in cropping pattern as proposed here shall provide all the Feed materials. 
 
- Punjab can switch to Sunflower, Soybean and Canola cropping pattern. Switch of 1-2 million hectares shall largely substitute 5-6 million tones of vegetable oils imported. 
 
- One million hectare shall be dedicated for Potato and Fruits and Vegetable cultivations with adequate storage, Food Processing. Policy to promote FDI in wholesale is already available for Food Storage and Processing. 
 
- Punjab has unique advantage of Punjab farmers own Large High-tech farms in developed countries and experience to duplicate their foreign projects directly or with Indian and Foreign partners.
 
3.] 100% Electrified Rail Network 
 
Punjab already has excellent Rail network. It all needs Electrification and some critical tracks links for example Mohali- Rajpura link of 30 kilometers, Beas Batala link, Ferozepur – Amritsar section. 
 
By 2017 Punjab shall have worlds most efficient Fast Safe Environment Friendly Economical Public Transport. 
 
4.]  Improve Quality of Education to No.1 Rank in India. 
 
Punjab shall Engage 10,000 Specialist Teachers in Science & Maths who are at least M.Sc qualified from existing pool who shall get 50% higher basic pay and shall rotate among schools not performing well thus upgrading all government schools to best standards. 
 
- Introduce Chess and Vocational Courses in schools. 
 
5.  Industry 
 
- Promote MSMEs at Focal Points – improve services at Focal Points and Industrial Centers. 
 
- Promote Export Oriented High Tech Industries, R&D Centers and Clusters, NRI to bring latest technologies. Regain No.1 status in Industry. 
 
6.  Electricity 
 
PUNJAB shall promote Computerized Metering at every stage and ensure best Distribution Efficiency No.1 India. PUNJAB shall promote Renewable Energy and Energy Efficiency. 
- PSEB surplus staff shall not be retrenched but engaged in improving the system, providing Uninterrupted Supply and Optical Fiber Network. 
 
-  PSEB shall engage local ISPs to minimize cost and create local jobs. 
 
-  PSEB shall also operate Free to Air DTH service and cable network integrating with ISP. 
 
7.  Healthcare 
 
100 Super Specialty Hospitals shall be provided and Government shall engage 1000 Specialist Surgeons and Doctors. 
 
- All these 50 beds plus hospitals up gradable to 500 beds shall be uniformly spread over Punjab owned and managed by Senior Indian or NRI doctors. 
 
- Computerized Healthcare Center shall be created – every prescription and treatment shall be recorded to monitor Healthcare Service avoid repeat tests and ensure Best Treatment at Affordable Cost. 
 
8. Improve Highways to International Standards for safety and efficiency. 
 
Punjab has one of the highest accident rate in the world mainly due to poor quality of roads and highways and outdated standards. Punjab shall become first state in India to adopt 4.5 meter Roads Lane Width Standard in India. Punjab shall adopt pollution control and Highway design standards of California. 
 
- This shall minimize road accidents, improve transport efficiency. 
 
-  Punjab shall give Free Permits to surplus Roadways staff instead of forced retirement. 
 
- Every public transport in Punjab shall have GPS tracking to monitor movements of Heavy Vehicles and public transport in particular. 
 
- Punjab shall be first country in the world to monitor public vehicles to design highways based on real data for Traffic Management and Planning, speed control etc. 
 
9.]  Community Kitchens for poor and aged in every community and village & Community cooperatives for Retail & Purchase of essential commodities of ISI quality at lowest prices.
