Dear all,
In a couple of my earlier despatches I had sent out preliminary analyses of the Public Interest Disclosure and Protection to Persons Making the Disclosures Bill, 2010 (Whistleblower Bill). The Government of India tabled this Bill in Parliament in August 2010. The Department-related Standing Committee of Parliament on Personnel, Law and Justice is currently examining the Bill in detail.
 
I have attached a study of the Whistleblower Bill in the light of international best practice standards. It is useful to compare the Whistleblower Bill with the provisions of such laws in order to identify all the improvements that can be made. This study compares the Indian Whistleblower Bill with internationally recognised principles on whistleblower protection and similar laws operational in Commonwealth and non-Commonwealth countries.
