India on Tuesday said President Barack Obama's endorsement of its quest for permanent seat in UN Security Council is an "explicit political" statement of "unequivocal" support, notwithstanding his advice on Iran and Myanmar.


Welcoming US decision to lift the ban on export controls relating to dual-use items, New Delhi said removal of Indian entities like ISRO, DRDO and BDL will pave the way for "unimpeded flow" of high-technology from that country.


Playing down Obama's remarks that increased power comes with increased responsibility and India should not shy away from taking hard position against issues like human rights violation in Myanmar , sources said India and the US are not in a bargaining game and there was no price to be paid for being on the high table.


India does not need to be so prickly as it is all about friendship and these are terms of engagement, sources said, adding in friendship one should be able to speak frankly one's mind. They also noted that in diplomacy, everything is not always black and white as there are shades of grey in between.


After US' endorsement, the sources said, the process of discussions on the UN reforms will gather momentum and will soon start. While admitting that Obama's statement was "symbolic", the sources said it was "substantive" also.


The sources disagreed with the view that countries like Germany, Japan and Brazil would react negatively to UNSC endorsement of India by US. They noted that Britain and France were open in their support, China has still not clearly supported India.


Commending the provision of free access to resources for religious practices round-the-clock, eminent Hindu statesman Rajan Zed, in a statement in Nevada (USA) on Tuesday, described it as a "step in the right direction".


Rajan Zed, who is President of Universal Society of Hinduism , said that we must take religion seriously as it was a most powerful force in human society. Religions stress the wholeness of existence and the significance of loving and peaceful inter-relationship.


According to reports, this Center in the Athletes' Village has six rooms adorned with religious paintings and statues for prayers of Islam, Buddhism, Taoism, Catholicism, Christianity, and Hinduism, and a serenity room for adherents of other faiths. It has 24 clerks and 46 religious volunteers able to lead prayers in English and other foreign languages and it will hold celebrations of Eid al-Adha falling on/around November 16.


Apart from the Center, an additional 28 churches and temples in the city of Guangzhou, which have completed renovations and expansions, will also accommodate worshipers during the Games.


These Games, whose vision is "Thrilling Games, Harmonious Asia", will attract 11,700 athletes from 45 countries and regions in Asia. Liu Peng and Zhang Guangning are President and Secretary General respectively of Guangzhou Asian Games Organising Committee while Zhong Zhiyan is the head of the Games' religious service office. Hu Jintao is President of world's most populous country China.

Will dilute stake in 4 more PSUs by end-FY11: Govt tells RS

The government on Tuesday informed the Rajya Sabha that it will dilute its stake in four more PSUs by the end of the FY'11, including Power Grid Corporation of India , which launched a follow-on public offer on Tuesday.


"The government has decided to disinvest part of its shareholding in the following CPSEs --- Steel Authority of India Ltd, Hindustan Copper, Manganese Ore India Ltd (and) Shipping Corporation of India --- during the current financial year 2010-11," Minister of State for Heavy Industries and Public Enterprises Arun Yadav said in a written reply to the Rajya Sabha.


He said the government plans to offload a 10 per cent stake through the follow-on public offers (FPO) of Hindustan Copper and Shipping Corporation, while the companies would issue fresh equity in the same proportion.


In the case of SAIL, the government has decided to offload 5 per cent of its stake under a follow-on public offer, while the company will issue fresh equity in the same proportion.


Furthermore, the government plans to sell 10 per cent of its stake in Manganese Ore India Ltd, while the state governments of Maharashtra and Madhya Pradesh will dilute their holdings in the company by 5 per cent each.


State-run transmission firm Power Grid Corporation's FPO, which opened on Tuesday, is expected to raise Rs 8,000 crore.


As per data available on the National Stock Exchange website, the power major's FPO had received bids for 62.26 crore shares till 1400 hours on the first day, as against 84.17 crore shares on offer.


The issue is open for subscription till November 12. The government aims to raise Rs 40,000 crore through disinvestment in PSUs this fiscal. It has already mopped up nearly Rs 1,000 crore from divestment in Satluj Jal Vidyut Nigam and raised a similar amount by diluting its stake in Engineers India in the current fiscal.


Disinvestment Secretary Sumit Bose has said the government is likely to dilute its stake in IOC and ONGC as well in the last quarter of the current fiscal.

High above India's poverty, Mukesh's Antilia will house five super rich

MUMBAI: The newest and most exclusive residential tower for this city's super rich is a cantilevered sheath of steel and glass soaring 27 floors into the sky.


The parking garage fills six levels. Three helipads are on the roof. There are terraces upon terraces, airborne swimming pools and hanging gardens in a Blade Runner-meets-Babylon edifice overlooking India's most dynamic city.


There are nine elevators, a spa, a 50-seat theater and a grand ballroom. Hundreds of servants and staff are expected to work inside. And now, finally, after several years of planning and construction, the residents are about to move in.


All five of them.


The tower, known as Antilia, is the new home of India's richest person, Mukesh Ambani, whose $27 billion fortune ranks him among the richest people in the world. And even here in the country's financial capital, where residents bear daily witness to the stark extremes of Indian wealth and poverty, Ambani's building is so spectacularly over the top that the city's already elastic boundaries of excess and disparity are being stretched to new dimensions.


"One family is going to live in that?" said Prahlad Kakkar, an advertising filmmaker and prominent city resident. "Either it is a landmark, or a symbol, or it is Mammon."


He added: "There is shock and awe – both at the same time."


Ambani, his wife, Nita, and their three children are expected move into the building after a housewarming party with 200 guests scheduled for Nov. 28. For his part, Ambani has declined to comment about the project and required his designers, decorators and other contractors to sign confidentiality agreements, as if a cone of silence could be erected around a skyscraper rising near the edge of the Arabian Sea.


Predictably, and perhaps by design, the opposite has happened. Details have spilled out – many of them confirmed or disputed anonymously by people familiar with the project. Some reports have estimated the total residential space at 400,000 square feet, although people close to the project say the real number is a humbler 60,000 square feet. Media accounts also have estimated the value of the building at $1 billion, a figure disputed by people familiar with the project.


Regardless, a gawking city has greeted the new tower with a mixture of moralizing and astonishment, envy and condemnation, all sprinkled with Freudian analysis of the most basic question: Why did he do it?


"We are all sort of perplexed," said Alyque Padamsee, a longtime advertising executive and actor in the city. "I think people see it as a bit show-offy."

For decades, the Ambani family has been India's most famous corporate soap opera. The father, Dhirubhai Ambani, was a rags-to-riches tycoon who established Reliance Industries after rising out of the city's Dickensian tenements, known as chawls. Today, Reliance is the world's biggest producer of polyester fibers and yarns and accounts for almost 15 percent of India's exports, according to the company's annual report. The two sons, Mukesh and Anil, inherited and divided the empire and have spent years feuding, including a recent fight over natural gas rights that brought a reprimand from the prime minister before India's Supreme Court settled the case in Mukesh's favor. Of the two brothers, Anil is the more flamboyant and outgoing, while Mukesh is regarded as more staid – less likely, at least, to build at 27-story house for himself. The new tower




is on Altamount Road, the same leafy residential street in south Mumbai where the father bought his first home after moving the family out of the tenements. Later, he purchased a 14-story apartment building named Sea Wind, where both Mukesh and Anil have lived with their families on different floors, even during their feud. (Their mother refereed from her own residence in the building.)


Now Mukesh is moving into a tower that makes Sea Wind seem like a guest house.


"It's kind of returning with a vengeance to where they made it into the middle class and trumping everybody," said Hamish McDonald, who chronicled the family's history in his new book, "Mahabharata in Polyester: The Making of the World's Richest Brothers and Their Feud."


"He's sort of saying, 'I'm rich and I don't care what you think,"' McDonald said.


Mumbai, once known as Bombay, is India's most cosmopolitan city, with a metropolitan area of roughly 20 million people. Migrants have poured into the city during the past decade, drawn by Mumbai's reputation as India's "city of dreams," where anyone can become rich. But it is also a city infamous for its poor: A recent study found that roughly 62 percent of the population lived in slums, including one of Asia's biggest, Dharavi, which houses more than 1 million people.


Real estate prices are among the highest in the world, pushing many working-class residents into slums, even as developers have brazenly cleared land for a new generation of high-rise apartment towers for the affluent. High-rises are considered inevitable and necessary, given the peninsular city's limited land and swollen population, yet the rising towers have further insulated the rich from the teeming metropolis below.


With his helipads, which still await operating approval from the Indian navy, Ambani could conceivably live in Mumbai without ever touching the ground.


"This is a gated community in the sky," said Gyan Prakash, author of the new book "Mumbai Fables."


"It is in a way reflective of how the rich are turning their faces away from the city."


Along Altamount Road, which is also home to other industrialists, the reaction to the new neighbor is mixed. Some senior citizens along the street worry about the noise from the comings and goings of helicopters. But Utsav Unadkat and Harsh Daga, college students who grew up in the neighborhood, stared up at the tower on a recent afternoon as if it were a dream realized.


"I heard he has a BMW service station inside," said Unadkat, dragging on a cigarette (unconfirmed).


"There's also a room where you can create artificial weather," Daga added (apparently true).


Standing nearby, Laxmi Kant Pujari, 26, a decorator's assistant, waited to carry glass samples into the building. If his samples are selected, Pujari, a migrant, would handle the installation – a task he considered a great honor.


"Whether it is a beggar or an Ambani, the desire to be rich is in everyone's heart," he said.


Farther down the street, Sushala Pawar admitted struggling to comprehend the difference in Ambani's life and her own. She cooks for a family in a nearby apartment, earning 4,000 rupees a month, or about $90. She sleeps on the floor of the hallway after the family has gone to bed.


"I'm a human being," she said. "And Mukesh Ambani is a human being. Sometimes I feel bad that I live on 4,000 rupees and Mukesh Ambani lives there."


But then, nodding toward the building, she perked up.


"Maybe," she said, "I could get a job there."

US eases tech control; ISRO, DRDO off banned entity list

NEW DELHI: US President Barack Obama signalled an end to India's nuclear isolation as he announced lifting of ban on high-end technology exports and removal of Indian organisations, including ISRO and DRDO, from the Entity List on Monday.


The decision, which was announced at the joint press conference of the US President and Prime Minister Manmohan Singh at Hyderabad House, was welcomed by Prime minister. "We have agreed on steps to deepen cooperation on nuclear, defence and other high-end spectrum," said Mr Singh.


The US will also support India's full membership in the 45-member Nuclear Suppliers Group (NSG) and three other multilateral export control regimes. Mr Obama said that the US and India can take their "partnership forward to a new level".


"We have to see how the US and India can take the partnership forward to a new level. The trade and investment deals signed in Mumbai are important to take the Indo-US partnership to a new level. We have to keep working to remove protectionism and trade barriers," said the US President.


Four organisations —Indian Space Research Organisation (ISRO), Defence Research and Development Organisation (DRDO), Hyderabad-headquartered Bharat Dynamics Limited (BDL) and Department of Atomic Energy — have been on the Entity List.


India Inc, which has been demanding lifting of US export restrictions, was quick to welcome the move. Director-general of Confederation of Indian Industry (CII) Chandrajit Banerjee said, "there has been technology denial because of fears of dual use. The main demand of India Inc was to lift export restrictions, which has finally come true... The game is totally changing. We will add to US economy. Be it technology transfer or employment generation, we can be game changers now."


According to Mr Banerjee, US industry is staring at probability of creating lakhs of jobs. "If you really look at figures in just nuclear energy field, India would require 25,000 MW of nuclear energy capacity in the next 10 years. American companies are looking at a plum share in that pie. India is talking about $100 billion of investment in defence hardware technology . Even if 20% of the it goes to US... if you relate to numbers, $1 billion investment in defence hardware means 8,500 jobs for US. This is one opportunity US would never want to miss. And this is a projection in only one sector," he said.


A section of defence strategists, however, was cautious in its reaction. Dr G Balachandran, consulting fellow at Institute for Defence Studies and Analyses, said there was a need to read between the lines and wait for detailed rules to be announced by US Government in the next few days.


"It is a good confidence building measure but it is not likely to translate into big gains for our missile programme. There are enough domestic curbs on US exporters where they have to be sure that what they are exporting is not used by the Indian company for nuclear profileration. So they apply for licenses. This rule remains so the US industry would keep applying for licenses, which is a tedious process. We need to wait for the detailed rules and see if they are changed," said Dr Balachandran.

Obama visit: India, US towards 'Amer-asian hegemony'? Pak media

US President Barack Obama's recognition of India being a world power meant that the two countries may be drawing preparatory sketches for 'a new form of empire' for an 'Amer-asian hegemony' , a Pakistani newspaper commented today, reflecting the view in this country that India has gained considerably during the presidential visit.

This assessment by "The News" daily came in the context of the key statement on the future relationship between the US and India came at a joint news conference by Obama and Prime Minister Manmohan Singh, where the President spoke of the bilateral ties as "one of the defining partnerships of the 21st century".

Obama also completed the "circle by saying that he now recognised India as a world power" and this, The News claimed, was an indication that the US and India "may be drawing the preparatory sketches for a new form of empire" that could lead to an "Amer-asian hegemony".

Obama's exhortation for peace in the region during his India visit also led to calls in the Pakistani media to its government to refashion its "confrontational" foreign policy and develop a "more differentiated and supple approach to the world outside

The desire for peace has to come from within as made clear by Obama's remarks in India, the newspapers said in editorial and front page opinion pieces today on his visit.

As US has made it clear that it cannot impose solutions to long standing issues like Kashmir, the papers said that Pakistan will have to look hard at the American President's remarks.

Pakistan must develop a "more differentiated and supple approach to the world outside" instead of being habituated to a confrontational foreign policy that had developed "because of the subordination of our Foreign Office to the military point of view," said The Express Tribune.

In an editorial titled 'Reading Obama right', the daily said if Pakistan remains reluctant in refashioning its foreign policy, then it ran the risk of being seen as "an inward-looking state that no longer cares how isolated it is in the world".

The editorial said: "The ease the world feels with India is owed to India's soft image which our ideology and our weak state situation do not allow us. The truth is that our hard ideological environment repels global capital as investors feel jittery visiting Pakistan."

"In today's world, defeat can be described in one way only: international isolation... Be it Kashmir or any other issue, principles don't help if they cause isolation, pointing to martyrdom as justification for national honour," it noted.

"Cheers - US President endorses India's bid for permanent UNSC seat," said the headline alongside a picture of Obama and Prime Minister Manmohan Singh raising a toast in The Express Tribune.

Obama's endorsement for India's bid to become a permanent member of the UN Security Council too was covered prominently on the front pages of other dailies. Several newspaper editorials highlighted Obama's remark about India having a vital stake in stable and peaceful Pakistan.

Asian century is not entitlement

SOME ideas seize the imagination , especially if it has messianic appeal. The idea of this being the Asian Century is one of them. Till 1800, India and China made up some half or more of world GDP, according to Ang US Maddison , the doyen of historical economic statistics. Only to fall, as Europe colonised Asia: dropping to less than 20% in 1900 and to below 9% in 1950. To many, it possibly seems that there is a certain inevitability in Asia being restored to its pride of place— providential justice perhaps.

Of the many things that are often overlooked in all of this is that the West succeeded in its imperial ambitions with huge effort. In making revolutionary change in science, technology and in the structure of their own economies and societies, suffering tremendous political turmoil, that finally resulted in the emergence of nation-states led by a meritocracy, elected or otherwise, and not by an insipid and unimaginative feudal aristocracy. They worked hard at war, fighting over control of Europe, of the Americas and finally over far-flung colonies in Asia and Africa. We in Asia remained wedded to our old ways and were overtaken by the power and organisation of modern industrial and political structures. It was not preordained.

Well, neither is the promise of the Asian Century. Indeed, it has great likelihood of coming into being, provided the protagonists, that is, us, make the necessary effort. The success that has been reaped in recent decades by India, China and south-east Asia has been a result of such effort. But conditions have changed and we have to make the transition to a much higher level. And a lot of that effort has to be in the realm of the mind. The West did not conquer the world by the might of factories, money and arms alone.

It dominated in the realm of ideas over the course of hundreds of years, which gives it today a great advantage to define the framework of international engagement. Fortunately, in the present arrangement between nations, war is not (with the exception of peripheral situations) — as Clausewitz famously put it — a continuation of politics by other means. Hence, today it is economic power, the quality of cross-border engagement , advancement of science and technology and the intellectual capacity to incrementally set the framework for international engagement.

The global crisis has changed the situation on the ground. We often look at the history of the past three decades as one of steady success of emerging economies , especially of those in Asia. It is useful to take a step back to 2000, the turn of the century, and see how did things look like then. The 1980s had the 'Asian miracle' of south-east Asia; China entered the market economy in 1978 and made great advances. India began to experiment with liberalisation , taking the plunge in 1991, getting three years of rapid growth and a modernisation of its industrial, banking, capital markets and fiscal governance.

But the 1990s did not end well for emerging economies. There was the Asian currency crisis, the Russian, Brazilian and a few years later the Argentine default. China was widely expected to have a 'hard landing' and Indian growth slowed to 5-6 %. On the other hand, both the US and Europe emerged stronger from the crisis and recession of the 1970s, by undertaking in the case of the US and UK deep-seated reform of their economy, regulation, taxation and other policies.
