complaint under section 10A for the imposition of a collective fine.
If Dalith lawyers ask them to get thouroughly get to know the Act .
All of you are Ambedkars legatees. He was a great lawyer You should
emulate his qualities as a lawyer. His life should inspire you to
fight like him in the courts Bring it s the notice of the state to
take up the issue as a law and orfer issue under section 17 under the
Act. Ask the Government to take effective steps to implement the Act
or if they have made formal noises of compliance ask them to function
effectively.

Unless you attempt to robustly implement the laws they will not get
into the habit of legality. Unless you assert your claim to equality
of statusculture of respecting you wwith human dignity the present
recognition that you are a subjugated lot willnot be erased  The
effort should always be erase from the minds of mentheuppercaste that
you are an inferior lot. Atrocities and assaults will not stop until
and unless you ben them to observe law. Your detemined help will help
the poor to fight oppression .
