What a shame! 18 of 54 of 250 MPs for RTE Bill 

Total MPs in Rajya Sabha:                    250

Present in the house:                             54

Participated in the debate                      18

MP spoke on CSS:                              01 (D. Raja on page no-295)

Status of the bill:                                   Passed quietly

 

I am attaching the synopsis debate in Rajya Sabha on RTE on July 20, 2009.  Please see pages- 288-304

 

One can see the seriousness of our leaders about education. When right to education bill was discussed in the Rajya Sabha only 54 MPs bothered to go to the parliament.  18 of them had something to say on RTE Bill 2009.  Only one mentioned CSS in his deliberation.  Everybody appreciated and approved the Bill.

 

What a shame!

One can see the seriousness of our so called leaders regarding education. Education is the key to every developmental activity of the society and these people don't have time for such an important issue.  

 

The government is in hurry to destroy educational system of India and we are just watching.

 

I know there are many groups which are engaged in influencing government to bring change in the present for of the RTE Bill. The bill in the present form has many problems. Some we agree and on some issues there are disagreements.  I know some groups or met some of the groups- alliances for RTE or CSS- which are organizing and mobilizing parents, teachers and policy makers and people working for CSS or quality education for all.

 

Most of them agree on following issues:

1.      Age of a child for RTE: upto 18 years and

2.      Education till 12th standard
In 1937 Gandhiji visualized education till 8th standard. Now it is 2009 and we must understand the importance of education till 12th.  

3.      Quality education through Common School System based on neighborhood school.

4.      Strengthening of government school system

5.      Investment in education

6.      We can add more to this list

 

These are fundamental to provide access to quality education to masses. Many individuals and organizations are working in this direction. Yet we are not able to mobilize public opinion   in favour of RTE in right spirit, right vision and right direction.

 

My little understanding says that we are not able to build a movement, mobilize public opinion and influence the insensitive government because we are- those who are struggling for CSS & quality education for all-  not united  and don't have one voice. Either we are with All India Education for RTE, or with NAFRE or with Association for Common School system or with AP Save Education committee or with people's campaign for CSS or withmany other similar groups.

 

I have said earlier and I would like to quote an old saying again- "united we stand and divided we fall".   

 

Friends, this is time to rise above our minor differences and unite for larger goal- CSS.  I don't know how to bring these groups on a platform for dialogue to plan for strategy for RTE & CSS.  The world is moving fast and we have to increase our pace to fight with it.

 

I am a student of CSS & RTE and would like to learn from the group.

 

Since RS has cleared the Bill, what should be our next initiative?

How to go about?

Can these forum suggest some steps so that we can approach these groups?

 

I am just wondering about strategy to bring what is right in the RTE.
